CIS is not a country, and it has no power over its member countries. It is conducive to the further development and strengthening of friendship, good neighborliness, inter-ethnic harmony, trust, understanding and mutually beneficial cooperation among member States.

Member States have implemented coordinated policies in international security, disarmament, arms supervision and army building, and adopted means including observer groups and collective peacekeeping forces to ensure the internal security of the CIS. When the sovereignty, security and territorial integrity of Member States and international peace and security are threatened, all Member States should immediately hold consultations, coordinate their positions and take corresponding measures.
