Haidian district administrative system
Historically (before July 1949), Haidian District did not have a separate administrative system, but belonged to different administrative regions. Since the Qin and Han Dynasties, the southern half of Beijing mainly belonged to Fukuo County (Jixian-Youdu-Wanping), and a few areas were the urban areas of Jinzhongdu and Yuandadu respectively in the Jin and Yuan Dynasties. By the Qing Dynasty, most of them were included in the area directly under the jurisdiction of the capital; 1928 after the founding of Beijing, it became the former municipal administrative region. The northern half has always been under the jurisdiction of counties (states) (Du Jun, Changping, Wannian and Yu He, etc.). ) centered on Beijing.

Shortly after the peaceful liberation of Beijing, in July 1949, Haidian District formally established a single administrative region, which was called "the 16th District of Beiping City" in history. It was renamed twice and was named "Haidian District" on September 1952 1. Haidian District is named after Haidian Road Town, where the district government is based. In ancient times, Haidian Town was a shallow lake area, which was called "Haidian" by local people. The residential area gradually formed by the lake is also named after Haidian. "Haidian" is also called "Haidian" and "Haidian" in historical documents, which was first seen in Wang Yun's nave Story in the early Yuan Dynasty (see Ye Sheng's Water Cave Diary in Ming Dynasty). In 1950s, Qinghe, Bei 'an River, Tamura and other places around the jurisdiction were successively included in the jurisdiction. At the same time, the southeast and south areas near the old city (bounded by the city wall) within the jurisdiction gradually expanded into urban areas, and were gradually delineated before 1958. Most of the northern part once belonged to Changping County, a far suburb. 1958 merged into Haidian District and became a suburb. In the 1950s, administrative villages were set up, townships were changed, and townships were merged. Since 1954, several sub-district offices have been set up in the south of the current jurisdiction. 1958 realized the people's commune. 196 1 year reduced the size of the commune. 1963, "divide and rule" between urban and rural areas, and the sub-district office was reset. During the Cultural Revolution, 1968 abolished the District People's Committee, and administrative organs at all levels, enterprises and institutions set up revolutionary committees. 198 1 Cancel the District Revolutionary Committee and establish the District People's Congress Standing Committee and District People's Government. 1984, the rural people's commune system was terminated and the township was established.

By the early 1960s (1963), the administrative area of Haidian District was basically stable, but the administrative divisions in the area were still partially adjusted. By the end of 1995, Haidian District had 17 streets and1towns. Namely Wanshou Road Street, Yangfangdian Street, ganjiakou Street, Balizhuang Street, Zizhuyuan Street, Beixiaguan Street, Beitaipingzhuang Street, Xueyuan Road Street, Zhongguancun Street, Haidian Street, Qinglong Bridge Street, Qinghe Street, Yongding Road Street, tsinghua campus Street, Yanyuan Street, Shuangyushu Street, Xiangshan Street, Sijiqing Township, Yuyuantan Township and Haidian Township. Each street is located in the southern half of the district, in the four towns of Sijiqing, Yuyuantan, Haidian and Dongsheng, and in the south of Wangxiang in the northeast. Most street jurisdictions overlap with their respective towns and villages. In the same area, streets and towns are managed separately in urban and rural areas. Since the late 1970s, Haidian District has established a number of street offices with special forms, namely "Siheyuan" street offices. "Courtyard" street office is an administrative organization located in the residence of some large units (institutions, schools, enterprises), and its jurisdiction is the resident scope of the unit. The "hospital" street work organization is not only the functional department of the unit, but also the party organization relationship, administrative establishment and funds. At the same time, it is led by the local government and exercises the functions of government agencies. There are three "Siheyuan" streets in Haidian District, namely Yongding Road Street, tsinghua campus Street and Yanyuan Street. In addition, the three township government agencies of Dongbeiwang, Shangzhuang and Niegezhuang have long been co-located with the local state-owned farm management institutions, which is customarily called "one institution, two brands".

In the early 1950s, Haidian was basically a rural area, with only a few market towns and several urbanized areas near the old city. Due to the development of capital city construction, the urban area in the current jurisdiction has gradually expanded, especially since the 1980s, the urbanization process has been greatly accelerated. According to the Beijing Urban Master Plan 1993, the southern half of the area is all designated as the planned urban area, with an area of 2 14. 17 square kilometers, accounting for 50.3% of the total area, of which the built-up area is about 160 square kilometers. Up to now, most of the southern half has become an emerging urban area of the capital. The southern half of the countryside is shrinking. To the east of Jingmi diversion canal and to the south of Yongding River diversion canal, rural areas are mostly small "enclaves" that are not connected with each other. The northern half is still near the suburbs, and the countryside is mainly in the northern half. The jurisdiction of Haidian District has changed from a rural city in the suburbs to a city-oriented, urban and suburban areas coexist.

1In May, 1988, with the approval of the State Council, the first national high-tech development zone-Beijing New Technology Industry Development Experimental Zone was established in the east and south of Haidian District. The planned area of the experimental area is about 100 square kilometer. Within the scope of Haidian District, it is centered at the intersection of Haidian Road and Zhongguancun Road, including the east, south and southwest of the area, and is adjacent to Chaoyang, Xicheng, Xuanwu, Fengtai and Shijingshan District. Its west and north borders start from the north exit of Yuquan Road, along the Datai Railway and Landianchang South Road, across Changchun Bridge in the east, and along Wanquanhe Road and Summer Palace Road. The experimental area covers Haidian District 16 streets (except Xiangshan Street) and all or part of the five towns of Sijiqing, Yuyuantan, Haidian, Dongsheng and Dongbeiwang. At the same time, Yongfeng Industrial Base will be established in the middle of Yongfeng Township, with a planned area of about 200 hectares. 199 1 year1October, Shangdi Information Industry Base was built in Shangdi Village, Wangxiang, Northeast China, which is the northern boundary of the experimental area, with an area of 1.8 1 square kilometer. In July, 1992, 5.26 square kilometers east of Xisanqi in Qinghe area was included to build Beijing Xisanqi High-tech Building Materials Industry Development Zone. The above-mentioned development zones are economic management zones, not administrative zones.

By 2005, Haidian District of Beijing will have jurisdiction over 2 1 street, 5 towns, 3 townships and 2 regional offices. Namely Wanshou Road Street, Yangfangdian Street, ganjiakou Street, Balizhuang Street, Zizhuyuan Street, Beixiaguan Street, Beitaipingzhuang Street, Haidian Street, Zhongguancun Street, Xueyuan Road Street, Qinghe Street, Qinglong Bridge Street, Xiangshan Street, Xisanqi Street, Malianwa Street, Huayuan Road Street, Tiancun Road Street, Shangdi Street, Yanyuan Street and tsinghua campus Street.

At the end of 2005, Yuyuantan Township was merged, and the original village was merged into five sub-district offices, including Wanshou Road. The original Shuangyushu Street and the original Zhongguancun Street were merged into the new Zhongguancun Street, and the Dongshengyuan area under the jurisdiction of Xueyuan Road Sub-district Office was also merged into the new Zhongguancun Street. Wanquanzhuang Village under the jurisdiction of Wanliu District in Haidian District is merged into Haidian Street, and the area south of North Third Ring Road and Changchun Bridge Road under the jurisdiction of Haidian Sub-district Office is merged into Zizhuyuan Street. Dashiqiao area within the jurisdiction of Haidian Street and the area west of beijing-baotou railway and north of Heqing Road in Dongsheng Park are merged into Tsinghua Park Street. Shucun area under the jurisdiction of Wanliu Regional Office and Zhongguancun Software Park under the jurisdiction of northwest Wang Zhen were merged into shangdi street. In addition, the area of Xibeiwang New Village and Baicaoyuan in Xibeiwang Town is merged into Malianwa Street.

By the end of 20 12, it had jurisdiction over 22 sub-district offices, 7 towns, 564 neighborhood committees and 84 village committees. By the end of 20 12, the registered population of the whole region was 2.307 million, and the resident population was 3.484 million. There are 56 ethnic groups in the whole region, which is the largest ethnic group in Beijing. The evolution of Haidian District can be roughly divided into four periods:

(1) In the pre-Qin period, today's Beijing was the territory of Yan and Ji, and later Yan annexed Ji.

(2) From the Qin and Han Dynasties to the Sui and Tang Dynasties, today's Beijing area is an important town in the north of the Central Plains, and today's Haidian Town area has always been the jurisdiction of Beijing.

(3) From the Liao Dynasty to the late Qing Dynasty, Beijing was now the capital, Haidian Town was the jurisdiction of Kyoto's county, and it was designated as a "city-owned" area in the Qing Dynasty.

(4) During the Republic of China (19121-1949 July), Beijing was the former capital and Haidian Town was the "city" area of Beijing; In the later period, Beijing lost its capital status and was called Beiping. Haidian Town belongs to the municipal district of Beiping. After 1949, Haidian belonged to Beijing.
