Lu Haihuan, the minister in charge of railway supervision, has been supervising the construction since he took over the project of Jinpu Railway, and sent people to inspect the places suitable for building stations. More than eight months after the northern section of Jinpu Railway was built, the investigators sent by Lu Haihuan submitted a precious material: "There are more than two hectares of vacant land behind Zhaojiachang, Hebei Province, with flat terrain, neither houses nor graves, which can be used to build the main station building."

However, if the distance from Zhaojiachang to Nankai and from Nankai to Balitai is only 10, you can also take the former Jinpu line, which is both economical and time-saving.

In its reply, the Jinpu Railway Bureau refused and pointed out that in order to build the Jinpu Railway, it borrowed money from British and German banks twice, with a total amount of nearly 10 million pounds. Therefore, no matter whether the railway is completed or not, it is impossible to set up a new station in Nankai, and it is also impossible. And the traffic between the old town box and the concession is not that difficult. 1898 In September, without the knowledge of the Qing government, Yingde Capital Group held a meeting in London, England, and decided to undertake the "Jinzhen Railway" from Tianjin to Zhenjiang without authorization. Later, the Qing government agreed to build it under pressure, and signed a draft loan agreement in May 1899. Since then, the Qing government signed a loan contract at 1908, changing the "Jinzhen Railway" from Tianjin to Nanjing Pukou to "Jinpu Railway". At that time, the construction of Jinpu Railway was divided into two sections. The northern section of Jinpu Railway started in June 1908, and the management scope of the northern section was from Tianjin to Han Zhuang. But the difference is that the construction of the northern section of the Jin-Pu Railway started from half of that time, from Liangwangzhuang in Jinghai County to Tianjin. This is because the starting address of Tianjin has not been determined.
