Changhe River, Xixing River and Puyan River were set aside from Xiaoshan in 1996 due to the cross-river development in Hangzhou, forming a riverside area. Now it's all street offices.

The monk town you mentioned should be named after Shang He Town and Yongxing River. The south of Xiaoshan, south of Linpu and Daicun, was the seat of Xiaoshan county government during the Anti-Japanese War. Now it is the central town of Zhejiang Province and the southern part of Xiaoshan except Linpu.
