In 577 AD, the Northern Zhou Dynasty destroyed the Northern Qi Dynasty, and in 58 1 year, the Northern Zhou Dynasty destroyed the Sui Dynasty. In June of the second year of Emperor Wendi, Gao Ying, Yuwen Kai and others designed a new capital in Longshouyuan, southeast of Chang 'an City in Han Dynasty. At the beginning of Sui Dynasty, the Duke of Daxing was named Deng Ji, and the county, gate, garden and pool were all named after him. The new capital was also named after Daxing, which was called "Daxing City".

Daxing City has a large scale and neat planning, covering an area of 84 square kilometers. It is divided into Guo Cheng, Miyagi and Imperial City. Build Miyagi first, then Imperial City, and finally Guo Cheng. Guo Cheng is divided into squares by several east-west and north-south streets. These workshops belong to Daxing and Chang 'an counties. The east, west and south of Guo Cheng are the suburbs of two counties. There are government offices, imperial houses, temples and Taoist temples all over the country, each with a city and three canals dug. Miyagi and Imperial City are located in the middle of North Guo Cheng.
