Li Huaiyang was the big landlord of Li Lou village in War of Resistance against Japanese Aggression period. In the era of warlord melee, he organized a local armed force on his own solid economic foundation and launched a fierce battle with the Japanese army to protect the villagers. During and after the Anti-Japanese War, neither the Japanese Puppet Army nor the county magistrate of Yutai County appointed by the Kuomintang government could effectively control Yutai County without Li Huaiyang, and Li Lou, where Li Huaiyang lived, became the power center of Yutai County.
Folk Li Huaiyang's comments are mixed. It is said that he once rescued villagers kidnapped by kidnappers, but he himself often led troops to "collect food" in neighboring counties such as Weishan and Jinxiang.
