1966 10 June10 After Cai Yongxiang, a soldier of the Third Squadron of Zhejiang Armed Police Detachment, died defending the Qiantang River Bridge, People's Daily and People's Liberation Army Daily published editorials respectively, calling on the people of the whole country to learn from Comrade Cai Yongxiang. The General Political Department and the Party Committee of Nanjing Military Region made a decision to learn from the martyrs of Cai Yongxiang.

At the end of 1966, the Cai Yongxiang Martyrs Deeds Exhibition was held in Zhejiang Revolutionary Martyrs Memorial Hall, which received good results. However, the exhibition is far away from the martyrs' sacrifice, which brings inconvenience to the masses to visit and mourn. Therefore, Hangzhou Revolutionary Committee decided to build a permanent memorial hall.

The exhibition in the museum is divided into five parts: the period of China's founding and great revolution, the period of agrarian revolution, the period of War of Resistance against Japanese Aggression, the period of liberation war, the period of socialist revolution and socialist construction.
