The term "rental house" as mentioned in these Regulations refers to the houses that the lessor delivers to the lessee for use and income, and the lessee pays rent, including residential rental houses, industrial and commercial rental houses and other rental houses, except hotel rooms and affordable rental houses.
The term "lessor" as mentioned in these Regulations includes the owner of the house, the legal user, the actual manager and the institutions and personnel entrusted to manage the rented house. Article 3 Rental housing management adheres to the principle of combining housing management with comprehensive management and combining management with service, and implements territorial management and classified management. Article 4 The municipal and district people's governments (hereinafter referred to as municipal and district governments) shall strengthen the organization, leadership and comprehensive coordination of rental housing management, improve the system and mechanism of rental housing management, ensure the funds for rental housing management, and include rental housing management in the annual assessment scope of safe construction and comprehensive management.
Town People's Government and street offices (hereinafter referred to as Town Street) shall, in accordance with their duties, do a good job in the management of rental houses within their respective jurisdictions.
Hengqin New District, economic function zone management agencies to perform the duties of the district government. Article 5 The municipal and district governments shall establish a joint meeting system for rental housing management, and the joint meeting shall set up an office in the public security organ (hereinafter referred to as the rental housing management office).
City rental housing management office shall perform the following management duties:
(a) responsible for the development, construction, management and maintenance of rental housing management service information platform;
(two) responsible for the compilation, maintenance and update of rental housing coding information;
(three) to guide the districts to carry out the verification and collection of basic information of rental houses;
(four) to coordinate the functional departments to carry out the information investigation and notification of the hidden dangers of rental housing;
(five) to organize public security, construction, fire rescue and other departments or institutions to formulate a list of basic requirements for rental housing safety for the use of relevant departments or lease parties.
District rental housing management office shall perform the following management duties within its jurisdiction:
(1) Organizing towns and streets to compile, maintain and update rental housing coding information;
(two) to organize towns and streets to carry out the verification and collection of basic information of rental houses;
(three) to coordinate the functional departments to carry out information investigation and notification of the hidden dangers of rental housing;
(four) organize towns and streets to carry out other rental housing management services.
The basic information of rental house includes information of lessor, lessee and actual user, residence registration information, address, area, actual use and use status of rental house. Article 6 The public security organs shall take the lead in organizing the relevant departments to implement these Regulations.
Public security organs are responsible for the public security management of rental houses and guide the collection of basic information of rental houses.
Construction administrative departments are responsible for the structural safety management of rental houses and ancillary facilities and the management of real estate brokerage industry, establish a credit evaluation system for real estate intermediary activities, and timely input credit information into the credit information sharing platform.
Development and reform, health, market supervision, urban management comprehensive law enforcement, taxation, fire rescue and other departments and institutions shall perform their rental housing management duties within the scope of their respective duties. Seventh towns and streets should improve the rental housing management mechanism, the rental housing into the grid management, and perform the following rental housing management responsibilities:
(a) to assist the functional departments to collect the basic information of the rental house, and to make up the records if they are not entered; If the information entered is found to be untrue, it should be corrected. It is found that the parties to the house lease have not declared the basic information of the house lease, and urge the parties to the house lease to handle it in time.
(two) the establishment of rental housing security inspection system, in the inspection should be a one-time written notice to the parties should abide by the provisions of the rental housing. If it is found that there are hidden dangers of production, fire protection and public security in the rental house, it shall inform the parties to the rental house in writing at one time, urge them to make timely rectification, and input the inspection information into the rental house management service information platform.
(three) found in violation of housing lease, planning, public security, fire protection, health, environmental protection, urban management and other laws and regulations, timely inform the relevant administrative departments.
(four) to publicize the relevant provisions on the management of rental housing.
(five) other rental housing management services as prescribed by laws and regulations.
The municipal and district governments shall guarantee the funds and personnel for the management of rental houses in towns and streets, integrate the offices of relevant administrative departments at the grass-roots level, grid workers, various coordinators and other personnel, and carry out the management of rental houses. According to the level of economic and social development, social security situation and actual needs, towns and streets can put forward the employment quota plan for rental housing managers. Article 8 Villagers' committees and residents' committees (hereinafter referred to as villagers' committees) shall assist in the following work:
(a) to assist in the verification and collection of the basic information of the village and community rental houses;
(two) to assist the relevant departments and towns to carry out rental housing inspections, timely report security risks;
(3) Other duties as prescribed by laws and regulations.
Encourage villagers to incorporate the requirements for the use of rental houses into village regulations and residents' conventions.
