In 2005, Bailong site was selected as the priority coastal site for development, and China Power Investment Corporation and Guangxi Development and Reform Commission submitted the first phase project proposal of Guangxi Bailong Nuclear Power Station to the National Development and Reform Commission for the record.
On July 22nd, 2006, Guangxi Bailong Nuclear Power Station Phase I Project Cooperation Framework Agreement was signed in Nanning, Guangxi. The first phase of Bailong Nuclear Power Project is to build two million kilowatt units, which are jointly invested by China Power Investment Corporation, China Guangdong Nuclear Power Group Corporation and Guangxi Investment Group Corporation. CGNPC is mainly responsible for the project construction and operation management. On February 25th, 2006, at 65438, the preparatory office for the first phase of Guangxi Bailong Nuclear Power Station was inaugurated in Fangchenggang, Guangxi.
Around 2008, due to equity and other reasons, the cooperation between CGNPC and China Power Investment Corporation broke down and parted ways. In September 2008, CGNPC established Guangxi Fangchenggang Nuclear Power Co., Ltd. and moved to Hongsha Nuclear Power Station, both of which are located in the same city and have the same installed series. The latter project was not confirmed until August 2008.
China Power Investment Corporation was incorporated in Nanning, the capital of Guangxi Zhuang Autonomous Region, on April 3, 2008. Responsible for the preliminary preparation, construction, operation and management of Guangxi Bailong nuclear power project and Guangxi Guidong (Pingnan) nuclear power project. At this point, Bailong Nuclear Power entered the stage of site protection, and CLP moved to Guangxi Guidong (Pingnan) nuclear power project.
Following 3. 1 1, 20 1 1, on March 16, the State Council's Prime Minister Wen Jiabao presided over the the State Council executive meeting and made four decisions on developing domestic nuclear power, demanding that a comprehensive safety inspection of China's nuclear facilities be organized immediately; Strictly examine and approve new nuclear power projects; Pay close attention to the preparation of nuclear safety planning; Adjust and improve the medium-and long-term planning of nuclear power development, and suspend the examination and approval of nuclear power projects, including those that carry out preliminary work, before the nuclear safety plan is approved. The development of nuclear power industry has been suspended, but nuclear power planning has not stopped.
65438+At the Guangxi Economic Work Conference from February 25th to 26th, Ma Biao, Chairman of Guangxi Autonomous Region, said that in order to alleviate the power shortage, he would make every effort to increase energy construction and actively do a good job in the preliminary work of the first phase of Fangchenggang Hongsha Nuclear Power Station and other related major projects. Since then, Bailong nuclear power is actually a major project that Guangxi Autonomous Region has been vigorously promoting.
20 12, 121October 24th, Premier Wen Jiabao of the State Council presided over the the State Council executive meeting to discuss and adopt the Twelfth Five-Year Plan for Energy Development, and then discussed and adopted the Nuclear Power Safety Plan (201-2020). (2) Scientific layout of projects. During the "Twelfth Five-Year Plan" period, only a few fully demonstrated nuclear power project sites will be arranged along the coast, and inland nuclear power projects will not be arranged. (3) Improve the entry threshold. Build new nuclear power projects according to the highest safety requirements in the world. New nuclear power units must meet the third generation safety standards.
However, times have changed. In May, 20 14, Fangchenggang Municipal People's Congress, where Guangxi Bailong Nuclear Power Project is located, passed a resolution entitled "Resolution of Fangchenggang Municipal People's Congress Standing Committee on the Development and Protection of Tourism Resources in Jiangshan Peninsula Resort", which included "The Municipal People's Government should comply with public opinion and the trend, request the superior to cancel the cooperation framework agreement of Bailong Nuclear Power Plant Project, and strive for the people's congress of the autonomous region to legislate on the development and protection of tourism resources in Jiangshan Peninsula Resort.
Guangxi Bailong Nuclear Power Project is located at the southern end of Jiangshan Peninsula. In fact, the contradiction between the development of tourism and nuclear power in Jiangshan Peninsula has a long history. Jiangshan Peninsula was approved as a provincial tourist resort in Guangxi in 1994, and was awarded the title of "the most beautiful leisure resort in China" in 20 12. 20 14 and 14 were awarded the titles of "Top Ten Marine Tourism Destinations in China", "The Most Beautiful Self-driving Tourism Destination in China" and "The Best Healthy Leisure Tourism Destination in China". There are more than 20 under development, including Bailangtan, Baishawan, Weird Rocks Beach, Moon Bay, Camellia Rare Plant Demonstration Base, Shijiao Mangrove Reserve, Fairy Bath, Zhou Ding and Xiangshuitan Waterfall. Bailangtan 20 12, the core scenic spot, has won the national 4A-level scenic spot, the Camellia chrysantha rare plant demonstration base has passed the 4A-level provincial preliminary evaluation, and the establishment of the 4A-level scenic spot of pearl bay Mangrove Reserve and the 3A-level scenic spot of marine meteorological science popularization is under way. The earliest dinosaur fossils at the southernmost tip of Chinese mainland and the shell mound of Yaposhan in Neolithic age were found in Jiangshan Peninsula. Pearl bay is the birthplace of China's first "Southern Pearl". When Fu Bo general Ma Yuan put down the rebellion in the Eastern Han Dynasty, he left behind historical and cultural relics such as Huoshaodun, Tempeng Canal (Tianwei Kiln), Pearl City, Dengjialing, Ma 'an 'ao and Jiangjun Mountain, as well as Bailong ancient battery group, beacon tower and the Qing Dynasty's War to Resist US Aggression and Aid Korea. On March 20 14, the National Development and Reform Commission approved the Planning of Dongxing Key Development and Opening Experimental Zone, and Jiangshan Peninsula was planned as the geographical core of pearl bay International Tourism Zone in Dongxing Experimental Zone.
According to domestic standards and regulations, nuclear power and tourism are either one or the other. According to the "Regulations on Environmental Radiation Protection of Nuclear Power Plants", "Nuclear power plants should especially avoid environmentally sensitive areas such as drinking water source protection areas, nature reserves and scenic spots". According to Article 26 of the Regulations on Scenic Spots, the following activities are prohibited in scenic spots: (1) Mountain cutting, quarrying, mining, land reclamation, grave building and other activities. Destruction of landscape, vegetation and topography; (two) the construction of explosive, flammable, radioactive, toxic and corrosive goods storage facilities; (3) scribbling or smearing on scenery or facilities; (4) littering. Article 32 of the Urban and Rural Planning Law of People's Republic of China (PRC) stipulates that "in urban and rural construction and development, scenic resources should be protected and rationally utilized according to law, and the construction of scenic spots and surrounding townships, towns and villages should be arranged as a whole. The planning, construction and management of scenic spots shall abide by relevant laws, administrative regulations and the provisions of the State Council. "
In addition, Guangxi Bailong nuclear power project is only about 20 kilometers away from Vietnam. Wu Zongxin, a member of the National Nuclear Safety Expert Committee, revealed: "At the beginning, the Hongsha project was approved because of the Vietnamese border. Red sand is far from the Vietnamese border. If Vietnam raises different opinions, it will be difficult for you to build it or not. It is not a matter of national defense security, but mainly the possibility of accidents. Compared with Qinshan, Daya Bay, Fuqing and other nuclear power bases built by the same company in the same area, CGNPC and China Power Investment Corporation adopted different nuclear power technologies in Fangchenggang. Zhou Yongmao, an expert in nuclear reactor engineering and an academician of China Academy of Engineering, said: "If there are two different departments and units, there will be more contradictions and problems, because nuclear power plants have different reactor units, and their management is quite large and different.
On 20 15 and 1 year, the National Nuclear Safety Administration, the National Energy Administration and the Ministry of Science and Technology for National Defense jointly issued the Nuclear Safety Culture Policy Statement, which emphasized the adherence to China's nuclear safety concept of "rationality, coordination and progress". The national nuclear safety supervision department and relevant departments, nuclear energy and nuclear technology utilization units, engineering service units and stakeholders jointly observed and practiced the attitudes and practices in the policy statement. The statement mentioned "building harmonious public relations" for the first time, demanding that the public's right to know, participate and supervise be ensured through various forms of communication such as information disclosure, public participation and popular science propaganda; Policymakers and management should listen to different opinions with an open mind and properly handle the demands of stakeholders.
The Nuclear Safety Law has been determined to be submitted to the National People's Congress for discussion in 20 16, and public participation in the planning and approval of nuclear power plants has been written into the Nuclear Safety Law. A related person from the Energy Bureau said, "If the public does not agree, the nuclear power plant will definitely not be built." "There are also environmental assessments and safety assessments, which must be publicized for your opinion." Feng Jianping, chief engineer of East China Nuclear and Radiation Safety Supervision Station, said, "It used to be there, but now it is clearer."
