Xiashan is just a small fishing station. There is only a small harbor by the sea for civilian ships to dock. Fishermen catch up with the tide and sell aquatic products and fish here, while neighboring villagers and vendors collect firewood, rice and other daily necessities to trade with fishermen. The tide rose into a dam and closed. There are only a few small houses lined up on the beach to shelter from the wind and rain. Fishermen built a brick-and-wood "Haisheng Palace" temple (next to Haifu Hotel) by the sea, meaning that fishermen are children of the sea and pray for peace. This is also one of the earliest buildings in Xiashan. There was no exact place name in the early Xiashan Mountain, and there were scattered villages around it, such as Xiewu, Xiashan, Paotaizi, Wu Zhi, Haitou Port and Hongwu, which were once collectively called Haitou Hong and were under the jurisdiction of the 22nd government of Suixi County, the state capital of Leizhou.

1899, the French emperor forced the Qing government to include 5 18 square kilometers of land and 19 12 square kilometers of sea area in the French Concession. After the invasion of Fadi, the troops were stationed in Maxie and Haitou Port, which were called Dongying and Xiying respectively according to the location of the barracks. In order to consolidate and develop its colonial rule, the legal person carried out municipal construction in Xiying, and renamed the barracks as "Xiying" and "Dongying" when it first became a commercial port. At that time, there were two cities and three districts (Chikan, Potou and Danshui) in Guangzhou Bay. Xiying is the highest administrative capital of French authorities in Guangzhou Bay, which is why Xiashan was originally called Xiying. The French invaders called Xiying "Baiyate City" to commemorate the first landing of its battleship "Baiyate" in Guangzhou Bay, but the people always used the name of Xiying Camp.

The only remaining Qingshiban Street in Xiashan witnessed the history of Xiashan.

After the victory of War of Resistance against Japanese Aggression, Guangzhou Bay was recovered, and 1946 was established as Zhanjiang. Xiying was a municipal district at that time, and the place name was preserved. After liberation to 1956, Zhanjiang still used the name of Xiyingying, and the administrative organs of the Municipal Party Committee and Municipal People's Committee were located in Xiying.

After liberation, the people of Zhanjiang, who are the masters of the country, have demanded that the names Dongying and Xiying be changed into colonial brands. After the cancellation, Xiying was included in the name of "Zhanjiang City" and Dongying was renamed as Maxie. The western camp was included in the "city", which caused confusion and brought many changes to people's lives and work. Zhanjiang Municipal People's Committee renamed Xiying Xiashan Village on June 30th, according to the fact that there is a big village Xiashan Village in the city center, which is next to the office building of the Municipal Party Committee. 1958. Since then, Xiashan place names have been used to this day. The place name of Xiashan has been changed and renamed several times, which witnessed the development of Xiashan.
