You can get the reimbursement back.
According to the provisions of Article 42, purchasers and procurement agencies shall properly keep the procurement documents of each procurement activity of government procurement projects, and shall not forge, alter, conceal or destroy them. The storage period of procurement documents shall be at least fifteen years from the date of completion of procurement.
No matter whether the bid is won or not, the bidding documents are not returned, and all of them are kept by the agency. The unsuccessful bidder generally keeps the original and the copy will be destroyed. Remember "original archive copy destroyed".
