Luoning County belongs to Luoyang City. Luoning County is located in the mountainous area of western Henan, in the middle and upper reaches of Luohe, and belongs to Luoyang, the ancient capital of the 13th Dynasty. The county covers a total area of 2306 square kilometers, governs 10 towns, 8 townships and 388 administrative villages with a population of 520,000, including 390,000 rural residents. The overall landform is "seven mountains, two tablelands and one river", which is a typical agricultural county in mountainous areas.

Luoning is 80km away from Luoyang and 215km away from Zhengzhou, the provincial capital.
