Secretary An Guang Di Jiang New Town Consolidation: Bright Moon on the Embankment
Sha Chen (1759— 182 1) was a famous Hui poet in Qing Dynasty. Taihe people in Dali, Yunnan. The word dedication, for example, there is no snow lake, and there is no. Diancangshan people. 2 1 year. At the age of 42, he was appointed as the magistrate of Huaiyuan County, Anhui Province, and the official was known to Lu 'an. He is the author of Diancangshan People's Poems Copy and John Wan Collection, with more than 300 poems/kloc-0. Most of his poems are close to life, and agricultural poems describe the production process and the industriousness and simplicity of farmers and peasant women. The famous ones are Compassion for Peasants, Gratitude for Peasants and Poems of Five People. He is an outstanding figure with realistic romanticism.
Come and celebrate. At that time, the Yangtze River in the east of Anqing was connected with the inner lake. Every flood season, the river overflows everywhere, and houses and fields are flooded year after year, which is miserable. Sha Chen witnessed the disaster caused by the flood and decided to concentrate on solving this problem. He adopted the suggestions of squire Wang Daben, Liu and others, and started a huge dike construction project that year. He made full use of the power of the magistrate, sent his subordinates to raise money everywhere, and took people to survey the terrain and make plans. In autumn, when everything is ready, Sha Chen will lead the military and civilian construction.
The first stage (Rendian-Xinhekou)
In three years, the first Yangtze River flood control dike in Anqing was built on the north bank of the Yangtze River, that is, about 50 Li Long from Renjiadian to Xinhe Estuary, and three Tongjiang culverts, namely Yongfeng, Yuyuan Garden and Yongding, were built in the east, north and west sections of the dike, which can not only discharge waterlogging, but also draw water for irrigation. After the completion of the dike, ten thousand mu of fertile land in polder fields benefited, and it was "no accident for twenty years". In order to thank Sha Chen for its good governance, the squires demanded that the dike be named "Shagongwei". Sha Chen refused to allow it and named the dam "Guang Tai Fair", which means to enjoy peace widely. Since then, Sha Chen has been implicated in the "Huoqiu case" and the court demoted him. After hearing the news, Anqing people spontaneously gathered at the yamen of the Governor's Office to beg for mercy, and contacted Huaiyuan, Jiande and other five counties to petition, and also donated money to "atone for Sha Chen". The governor of Anhui province was shocked when he saw it, and immediately aroused people's feelings. Finally, he asked the court to be lenient with Sha Chen, saying, "I am grateful for the restoration. I was saved from redemption and I was able to resurrect."
The second stage (Neize section: Duanshan-Changshan-Zhangjiaqiao-Xinhekou)
The polder built under the leadership of Sha Chen has strengthened the villagers' confidence in resisting the flood of the Yangtze River. In order to give full play to its role, in the sixth year of Daoguang (1826), Wang Shuyuan and Ruan Nanshan organized villagers, and it took two years before and after, adding more than 30 Li in Wei, making it rise from Baishuiwa, reaching the new riverbank along the river and Jiashan Neilian section, and turning to Changshanzui and Zhangjiaqiao until it was broken.
The third stage (Qipanshan-Huashan Flying Goose Head)
During the defending war of Anqing in Taiping Heavenly Kingdom, the Guang Tai market was severely damaged. In the 11th year of Xianfeng (186 1), after the Qing army captured Anqing, Zeng Guofan sent officers and men to repair Guang Tai Wei. It is necessary not only to renovate the original embankment, but also to build a new embankment connecting Qipanshan and Wuhuali, so that Wei will eventually form a whole with the city embankment. In the ninth year of Tongzhi (1870), Ying Han, the governor of Anhui Province, requested the government to allocate funds to build a new Shili levee in Weimeilin section, extending Wei to the north of Fei 'e Head in Huashan, and to build five Tongjiang culverts in Dachigou, Yaogou, Yaergou, Xinhekou and Meilindun. At the same time, Wei changed its name to Guangjiwei, which means "taking advantage of it". At this point, nearly 70 years ago, with the efforts of several generations, as the largest and most important flood control project in the history of Anqing City, Guangji Wei was finally completed.
The fourth stage (An Guang River embankment)
Since the construction of Guangji Wei for 200 years, the flood disaster in the Yangtze River has been greatly reduced. However, due to the complicated topography and geology, nearly one third of the bund embankment collapsed seriously, which led to the continuous retreat of the embankment and the formation of a large concave bay. During the thirty-three years from 1922 to 1955, due to bank collapse, the dike body was partially evacuated 14 times, with a total length of 48 kilometers. Among them, Mawo Town was relocated three times due to bank collapse. In order to ensure the safety of Guangji levee, the state invested a lot of manpower and material resources, and adopted a series of measures, such as riprap revetment, stone revetment, cone probe grouting, pond cover filling and wave forest planting, so that the whole line of Guangji levee reached the standard of resisting 1954 catastrophic flood. Especially, after enduring the severe test of two consecutive years 1998 and 1999 when the water level exceeded18m in flood season, the state allocated huge sums of money to reinforce the levee as a whole. A historically difficult levee has become a stable high-standard levee.
Anqing is bordered by the Yangtze River in the south, Anhui in the west, Longshan in the north and relatively flat in the east, but it is threatened by floods. In the new year, with the construction of John Wan Avenue, Duxiu Avenue and Zhenfeng Avenue. The framework of the new urban area in the east is initially formed, and Anqing will take a solid step towards the goal of building a city with a population of one million.
