The construction of urban and rural planning specialty began in 1983, which is the earliest discipline established in Liaoning Province and the first university to pass the professional evaluation. At present, it has built a national first-class undergraduate specialty construction site, a first-class undergraduate education demonstration specialty in Liaoning universities, a first-class characteristic discipline in Liaoning universities, and a key construction discipline of first-class disciplines in Liaoning province.

This major mainly trains senior engineering and technical personnel in urban and rural planning who have knowledge of urban and rural planning and urban design, are engaged in the compilation and management of urban and rural planning, carry out special planning of urban road traffic, urban ecology and garden recreation system, and participate in urban socio-economic development planning, regional planning, urban development and related policies and regulations research.
