Before the Republic of China, these two counties always belonged to the second-level administrative division with Luoyang as its governing place, which was called Henan Province in Song, Ming and Qing Dynasties. It was called Henan Road in Yuan Dynasty. After the founding of People's Republic of China (PRC), Zheng County was established and these two counties were divided. 1955, Zheng county was renamed Kaifeng area, and the Commissioner's office was moved from Zhengzhou city to Kaifeng city, belonging to Kaifeng area. 1983, Xinzheng County was placed under the jurisdiction of Zhengzhou City, and it has not changed.
