The database management regulations are as follows: Chapter I General Provisions
Article 1 In order to strengthen United Credit Rating Company Limited (hereinafter referred to as? Company? ) database management, to ensure the normal and effective operation of the rating database, to ensure the security of the database, and to make the database better serve the rating work, this management system is specially formulated.
Article 2 The system administrator of this company is responsible for the daily maintenance and operation management of the rating database. Article 3 The general manager of the company is responsible for approving the authority of database users.
Chapter II Data Entry
Article 3 The rating analysts of each business department are responsible for data entry in the rating database, and the department head is the person in charge of data entry in the rating business of the department.
Article 4 The person in charge of the rating project team is the person in charge of inputting the rating information of the project. The rating project team shall enter the rating information of the rating project into the rating database within 5 working days after the on-site investigation and interview. If the information is updated in the process of tracking rating, the updated information should be entered into the database before the end of tracking rating. Before data archiving, the person in charge of the rating project should check the format and content of the input data.
Article 5 The input data sources mainly include macroeconomic information, industry information, basic information of issuers, basic information of securities, production and operation of issuers and financial data, among which basic information of issuers and financial data must be input.
Article 6 The collection and input of database data shall be carried out in strict accordance with the input template standard issued by the system administrator.
Chapter III Use of Database
Article 7 According to the requirements of rating business for database user management, the company shall formulate database user management system and database operation procedures.
Article 8 According to the authorization of the general manager of the company, database users have three levels of authority: ordinary users, beginners and advanced users.
Ninth ordinary users have the right to query, browse and use all kinds of data published in the database.
Article 10 In addition to the rights of ordinary users, input users also have the right to input data and modify the input data by themselves.
Eleventh advanced users not only have the right to enter users, but also have the right to modify the data of their own departments after authorization.
Twelfth according to the needs of the work, with the approval of the general manager of the company, the user's authority level can be changed. Permission setting for special users shall be approved by the general manager of the company.
Thirteenth system administrators are responsible for the management of authorization, permission change and cancellation of specific users according to the examination and approval regulations.
Article 14 The management of user passwords shall comply with the following provisions: user passwords must pass the complexity test, with no less than 6 digits, and must not start with numbers; Passwords should be changed regularly; User name and password are for personal use only and must not be disclosed to others. Under special circumstances, when others need to use their own user name and password to access the database, they should obtain the consent of the department head and modify the password in time after the work is completed.
Article 15 All users shall abide by the confidentiality system of rating business information of the company, and shall not provide relevant data in the database without authorization, and shall not use or modify the data without authorization.
Chapter IV Modification and Maintenance of Database System
Article 16 The modification of the database system shall be put forward by the rating supervisor of the company on the basis that the system administrator solicits the opinions and suggestions of various business departments on the use of the database, and shall be implemented after being signed by the general manager of the company. According to the actual situation, it can be modified (or redeveloped) by the company's organization personnel or entrusted by external institutions.
Seventeenth changes to the database system should ensure the continuity of data and the availability of historical data.
Eighteenth business personnel in the process of using the database, the database is not perfect or inconvenient to use, have the obligation of information supervision and feedback.
Chapter V Security Management of Database
Nineteenth system administrators are responsible for the security management of database systems, and ensure the timely upgrade of security management software.
Article 20 The database should be backed up at least once a week, and the system administrator should take appropriate measures to save the backup files while ensuring the security and confidentiality of the data, so as to ensure that the database can be quickly recovered in case of abnormality and avoid or minimize data loss.
Article 21 Except the personnel approved by the system administrator and the general manager of the company, no other personnel may enter the computer room where the database equipment is stored.
Chapter VI Supplementary Provisions
Article 22 Where technical conditions permit, the rating business data shall be kept permanently.
Article 23 The general manager's office shall be responsible for the interpretation and revision of this system.
