Sun Hao, the Emperor of Soochow, appointed Luo Xiao as the newly established satrap of Ancheng County. At that time, Ancheng County governed Ancheng, Pingxiang, Yichun and other seven counties.

After Luo Xiao came to power, Zhuge Ke, who was guarding Jingyang, did not listen to the advice of the ministries and sent troops to attack Wei Jun. He wrote to Luo Xiao in Ancheng to stop it. Zhuge Ke was furious after reading it and tore the letter to pieces. Luo Xiao hung a seal and lived in a cave in Luoxiaoshan, Pingxiang. Later, Zhuge Ke was defeated, and hundreds of thousands of troops were wiped out. In the fourth year of Tianqi (280), Wu surrendered and Dongwu perished.

Luo Xiaoqi, who lived in seclusion in the cave, followed Qu Yuan's example and drowned himself. To commemorate a generation of patriotic famous Luo Xiao, people named the cave where he lived as "Luo Xiaodong", and this big mountain range where Luo Xiaodong lived was called "Luo Xiao Mountain Range".
