Units and individuals distributing books, newspapers and periodicals shall consciously accept supervision and inspection. Eighth books and newspapers distribution business, must go through the formalities of examination and approval and registration in accordance with the following provisions:
(a) units and individuals engaged in the retail business of books, newspapers and periodicals shall submit a written application, which shall be submitted to the county cultural department for examination with the consent of the competent department or the subdistrict office and the township government. The Municipal Press and Publication Bureau issued the Retail License for Books and Newspapers, and reported it to the provincial press and publication administrative department for the record.
(II) Units engaged in the wholesale business of books, newspapers and periodicals (except provincial departments and central and provincial economic units) shall be audited by the Municipal Press and Publication Bureau, approved by the provincial press and publication administrative department, and issue the Wholesale License for Books and Newspapers.
(three) the issuing units and individuals shall apply to the local administrative department for industry and commerce for registration with the approval certificate of the administrative department of press and publication, and may start business only after obtaining the business license after approval.
(four) card issuing units and individuals to change the mode of operation, business scope or closure, cancellation or change of registration, should be handled in accordance with the opening approval procedures. Article 9 An individual applying for a retail license for books, newspapers and periodicals shall meet the following conditions:
(1) Being unemployed or retired (divorced) with permanent residence in this Municipality;
(2) Good political quality and strong sense of social responsibility;
(3) Having a junior high school education or above;
(4) Having a fixed business place;
(5) Having funds exceeding the prescribed amount;
(six) other conditions required by the state for individual industrial and commercial households. Tenth units engaged in the distribution of books and newspapers must meet the conditions stipulated in Articles 5 and 7 of the Regulations on the Administration of Books and Newspapers Market in Shandong Province. Eleventh provincial publishing houses, newspapers and periodicals to set up distribution units in our city, should be approved by the provincial administrative department of press and publication of the province (autonomous regions and municipalities directly under the central government), to the Municipal Press and Publication Bureau for specific procedures. Twelfth units and individuals engaged in books and newspapers must abide by the following provisions:
(a) according to the approved business scope, according to the lighting business;
(2) distributing books published by publishing units approved by the state and newspapers with unified domestic serial numbers.
(3) It is forbidden to publish books, newspapers and other illegal publications that publicize and oppose the basic principles set by the Constitution, the Communist Party of China (CPC)'s leadership, deny the socialist system, endanger national security, undermine national unity and promote obscenity, superstition, murder and violence;
(4) It is forbidden to distribute smuggled books, newspapers and periodicals;
(5) Internal books, newspapers and periodicals must be distributed within the approved scope;
(six) strictly implement the national price laws and regulations, and prohibit reselling and selling at high prices;
(seven) without the approval of the Municipal Press and Publication Bureau, books, newspapers and periodicals shall not be distributed or posted. Thirteenth units and individuals engaged in the retail business of books and newspapers must purchase goods from the wholesale units of books and newspapers that hold the Retail License of Books and Newspapers.
Units engaged in the wholesale business of books and newspapers may not wholesale books and newspapers to units and individuals without the Retail License of Books and Newspapers. Fourteenth individuals and units that have not obtained the "wholesale license for books and newspapers" shall not engage in the wholesale business of books and newspapers. Fifteenth units engaged in wholesale business (except Xinhua Bookstore and Post Office) must send samples to the municipal administrative department of press and publication for inspection before issuing them. Sixteenth collective units engaged in wholesale business must submit a report on the purchase, sale and storage of books and newspapers in the last quarter (including the name of books and newspapers, publishing unit, purchase channel, release date, release quantity, etc.). ) sent to the municipal press and publication administration department before the fifth day of the first month of each quarter. Seventeenth where the publication of books, newspapers and periodicals is prohibited or stopped by the administrative department of press and publication, publishing units and individuals should immediately stop selling them and turn them over or seal them up according to regulations. No unit or individual may delay, intercept or transfer. Among them, it is a regular publishing unit, and at the same time, it purchases goods from an approved regular publishing unit, and the economic losses are borne by the publishing unit.
