The idea of the economic zone on the west side of the Taiwan Strait has a long history. At the end of 1980s, 20 cities in the economic zone on the west side of the Taiwan Strait put forward the concept of "Golden Triangle in South Fujian", which in turn formed the idea of a prosperous zone on the west side of the Taiwan Strait. According to the development of the situation, the above ideas have gradually expanded into the development strategy of Haixi Economic Zone, which is the accumulated result of the long-term exploration of Fujian's development path by previous provincial party committees and governments. 1In August, 1992, the then provincial party committee and government proposed to speed up the opening and development of southeast Fujian. At the end of 10, the Seventh Plenary Session of the Fifth Session of the Provincial Party Committee made a strategic plan to speed up the opening-up and development of southeast Fujian, pointing out that "speeding up the opening-up and development of the Minnan Triangle, Meizhou Bay and Minjiang Estuary, and gradually forming an economic prosperity zone on the west side of the Taiwan Strait" is another major stage achievement in exploring the development path in the process of Fujian's reform and opening up. Through gradient promotion, mountain-sea cooperation and economic take-off, the province's development will be promoted. Its establishment and implementation are of great significance to the process of Fujian's reform and opening up. The strategy of the economic zone on the west side of the Taiwan Strait is put forward on the basis of the original development strategy of Fujian Province, especially the strategy of the prosperous zone on the west side of the Taiwan Strait. It is not only the continuation of the original strategy, but also the sublimation of the original strategy.

In the second half of 2003, Lu Zhangong, then the new governor of Fujian, put forward a new orientation of Fujian's development strategy-building an economic zone on the west side of the Taiwan Strait.

In June 5438 +2004 10, at the Second Session of the Tenth National People's Congress of Fujian Province, Lu Zhangong, then the new governor of Fujian Province, put forward the strategic concept of "building an all-round prosperity, coordinated development and opening-up economic zone on the west side of the Taiwan Strait" in his government work report.

In March 2004, the representatives of Fujian Province who attended the Second Session of the Tenth National People's Congress jointly submitted suggestions on construction to the General Assembly.

In May 2004, a delegation of the Standing Committee of Chinese People's Political Consultative Conference, headed by Luo, Vice Chairman of Chinese People's Political Consultative Conference, visited Fujian and submitted an inspection report to the Sixth Session of the Tenth Chinese People's Political Consultative Conference Conference held in July, focusing on accelerating the economic development on the west side of the Taiwan Strait and expanding cross-strait economic cooperation and exchanges. Since then, leading comrades of the National People's Congress, the Chinese People's Political Consultative Conference, democratic parties and the Federation of Industry and Commerce have come to Fujian to investigate and support the construction of Haixi.

In June 2004, the then Fujian Provincial Party Committee and Economic Daily jointly held a forum on the construction of the economic zone on the west side of the Taiwan Strait in Beijing.

In 2005, the Third Session of the Tenth Provincial People's Congress adopted the Decision on Promoting the Construction of the Economic Zone on the West Side of the Taiwan Strait. On June 5438+ 10, 2005, the Third Session of the Tenth People's Congress of Fujian Province made the Decision on Promoting the Construction of the Economic Zone on the West Side of the Taiwan Strait.

● In September, 2006, the Standing Committee of the Provincial Party Committee held an enlarged meeting, pointing out that the research results of "four special topics" were concentrated in the formation of "four stresses" in the whole province, namely, "focusing on sustainability, promotion, operability and effectiveness".

● June 5438+October 2007 10, when the Fifth Session of the Tenth Provincial People's Congress passed the Outline of Fujian Province's Construction of the Economic Zone on the West Side of the Taiwan Strait, the construction of Haixi entered an all-round promotion stage.

● In June 2007, 5438+065438+ 10, at that time, the Third Session of the Eighth Provincial Party Committee put forward new requirements for comprehensively promoting the construction of Haixi, demanding efforts to build Haixi into a pioneering area for scientific development and exchanges and cooperation between people on both sides of the strait.

● In February 2007, 20 party newspapers in 9 cities in the economic zone on the west side of the Taiwan Straits/KLOC-0 held the first collaboration meeting of party newspapers, and established the collaboration network of party newspapers in the economic zone on the west side of the Taiwan Straits. Qi Xin Qi Xin made concerted efforts to send a * * * voice to the whole country and the whole world. A year later, the cooperation network expanded to 20 Haixi cities with 2/kloc-0 party newspapers.

● In "June 18" in 2008, Fujian, Guangdong, Zhejiang and Jiangxi provinces 19 established the human resources exchange and cooperation alliance on the west side of the Taiwan Strait, set up a talent network cooperation platform, and held large-scale talent exchange meetings on the west side of the Taiwan Strait on a regular basis.

On May 14, 2009, "Several Opinions of the State Council on Supporting Fujian Province to Accelerate the Construction of the Economic Zone on the West Side of the Taiwan Strait" (hereinafter referred to as "Opinions") was officially released. On July 29th, the Sixth Plenary Session of the Eighth Fujian Provincial Committee deliberated and adopted the Implementation Opinions of Fujian Province on Implementing the State Council's Opinions on Supporting Fujian Province to Accelerate the Construction of the Economic Zone on the West Side of the Taiwan Strait.

The report of the 17th National Congress of the Communist Party of China proposed to support the economic development on the west side of the Taiwan Strait and other areas where Taiwanese investment is relatively concentrated. This is the first time that the construction of the economic zone on the west side of the Taiwan Strait has been written into the report of the Party Congress.
