Overseas talent introduction policy
I. Criteria for the Identification of Foreign High-level Talents

Foreign high-level talents are divided into the following four categories:

(1) winner of famous awards or high-level talent plan;

(2) Famous experts, scholars, outstanding talents and professionals;

(3) Outstanding talents and professionals of the enterprise;

(four) other special talents who have special expertise and are in urgent need of this Municipality.

The foreign high-level talents referred to in these Measures shall be identified in accordance with the Standards for the Identification of Foreign High-level Talents (Annex 1).

Two, simplify the procedures for foreign high-level talents to apply for permanent residence permit.

Within the framework of the national permanent residence permit system, the threshold is lowered and the conditions are relaxed. Foreign high-level talents recognized by Shanghai Human Resources and Social Security Bureau (Shanghai Bureau of Foreign Experts Affairs) are not limited to 60 years old, and can apply for a work residence permit valid for 5 years at the Exit-Entry Administration of Shanghai Public Security Bureau (note "talents"); After working for 3 years, upon the recommendation of the employer, you can apply for a permanent residence permit for foreigners at the Exit-Entry Administration Bureau of Shanghai Public Security Bureau as required.

Foreign talents who intend to enjoy the above policies shall apply to Shanghai Human Resources and Social Security Bureau (Shanghai Bureau of Foreign Experts Affairs) by the employing unit. The acceptance point is in Shanghai Talent Service Center (Shanghai Talent Building, No.77 Meiyuan Road).

Starting from the strategy of strengthening the country through talents and the overall layout of the country's opening to the outside world, we plan to introduce foreign talents and intellectual work in the new period and formulate a policy system that conforms to international practices and national conditions. Pay close attention to formulating guiding opinions on strengthening the introduction of foreign talents and intelligence in the new period.

Legal basis: Article 3 of the Opinions of Shandong Provincial Party Committee and Shandong Provincial People's Government on Doing a Good Job in the Transformation of Old and New Kinetic Energy Supported by Talents establishes a more open and flexible mechanism to attract talents and make them bigger and stronger. To build a brand of "Qilu Covenant" overseas talent introduction activities, the provincial talent work leading group co-ordinates overseas talent introduction activities of municipalities and member units every year, and formulates an annual special plan for talent introduction, which is uniformly deployed and actively guaranteed by the foreign affairs department.
