If you play Eldon's Ring on only one computer, you only need to select local files.
Load the saved file from the cloud, and select "Download to this computer" on the right side of "Cloud File".
Load the locally saved file, and select "Upload to Steam Cloud" to the right of "Local File".
Note: "Cloud file" is the saved data uploaded from the local computer at the time and date indicated in the "Last Modified" section.
You can back up the local archive data to other locations to prevent you from accidentally overwriting the local archive data of your computer in the cloud, such as an operation error.
