Not only that, just after the signing of the Sino-Japanese Conference on the Three Northeast Provinces and its Annexes, Japan forced the Qing government to agree to "improve" the Anfeng (single) military light rail line in Japan, and they would be responsible for all the business activities of the Anfeng (single) line railway.
On April 1 day of Meiji 40th year (April 1 day of 0907), the Japanese government and Manchuria Railway Co., Ltd. also ordered Japan's "Railway Management Department" to be responsible for improving the Anfeng line railway project.
