Today in the history of Soviet area-1933 On August 9th, the Soviet Provisional Election Law was promulgated.

1933 On August 9, the Central Executive Committee of the Chinese Soviet Union passed the Soviet Provisional Election Law. The Provisional Election Law of the Soviet Union, as the fundamental basis for guiding the third election, is the key to the successful convening of the Second Soviet Congress. From September to 10 in the same year, a bottom-up election campaign was widely carried out in the Central Soviet Area. It pioneered the people's democratic election, and the workers and peasants in China had the right to vote for the first time!

After the founding of chinese soviet republic, the provisional central government successively formulated and promulgated the Election Rules of chinese soviet republic (193 1 1) and the Working Rules of the Election Commission of chinese soviet republic (0) based on the constitutional outline. 1933 On August 9, the first plenary session of the Central Executive Committee of the Chinese Soviet Union passed the Provisional Election Law of the Soviet Union, which took effect on August 5 of the same year.

The Provisional Election Law of the Soviet Union consists of 9 chapters and 59 articles: general provisions, the right to vote and be elected, the election procedures and standards of Soviet deputies, the election procedures and standards of Red Army deputies, the recognition and cancellation of grassroots (township) elections, the recall of deputies, the election committee and its work, election funds and supplementary provisions.

The provisional electoral law of the Soviet Union has four characteristics: first, citizens enjoy universal voting rights; Second, the proletariat enjoys particularly superior rights in elections; Third, the combination of direct election and indirect election; Fourth, voters have the right to recall deputies, which fully embodies the principle that sovereignty belongs to the people.

The democratic election in the Central Soviet Area was the first rehearsal for the people to be masters of their own country, which opened a precedent for the people's democratic election. In many places, the voter participation rate has reached more than 80%, and the average voter turnout rate in Xingguo County, Shanghang District and Ruijin (Golden) Wuyang District has even exceeded 90%.

The Provisional Election Law of the Soviet Union is the most perfect election law formulated by the Central Soviet Area, which specifies the principles, procedures, organizations and methods of elections in detail, raising the election law to a new stage with more substantial content and relatively perfect form. It is the first time in China's history that the workers, peasants and working people obtained such power through the Soviet Provisional Election Law.

The temporary election law of the Soviet Union had a wide impact on the red base areas and people's lives. It not only improved the democratic consciousness and enthusiasm of workers and peasants to participate in politics, but also promoted the war mobilization in the Red Soviet Area and strongly supported the revolutionary war. Moreover, the election campaign was also linked with the economic construction in the base areas, which promoted the development of economic construction and further consolidated the Soviet regime.
