The evolution of China's population policy since the founding of the People's Republic of China can be roughly divided into three stages:

1, New China was founded to 1957: From objectively encouraging fertility to gradually advocating birth control.

In the early days of the founding of New China, under the influence of the idea that "under the leadership of China's Production Party, anyone can create any miracle" and the Soviet Union's policy of encouraging population growth, the government encouraged childbearing.

Under the above background, the population of China expanded rapidly, from "40,000" at the beginning of liberation to1600 million at the first census in 954. Only then did the government realize the pressure brought to society by the rapid population growth. 1March, 955, the Central Committee of the Communist Party of China approved the report of the party group of the Ministry of Health on fertility. At the beginning of 1956, the central government made it clear again in the National Agricultural Development Program 1956- 1967 that birth control was advocated and extended to rural areas except ethnic minority areas.

2. From 1958 to 1969, the idea of family planning revived, but the social environment for its implementation was lost.

The anti-rightist struggle launched by 1957 stopped the progress of the family planning policy, and the subsequent Cultural Revolution seriously impacted the implementation of the population policy.

3. From 1970 to 199 1 year: the family planning policy was adjusted and improved.

4. 199 1 zhuan 20 13: The family planning policy has developed steadily.

5.20 13 Up to now: the adjustment of population policy and the implementation of the "two children alone" population policy are mainly due to the serious aging of our population.
