In Shang Dynasty, Shang Tang, the founding emperor of Shang Dynasty, was the capital of Xibo, which is now the site of Xianshigougou Mall in Yanshi. During the Western Zhou Dynasty, Zhou Chengwang was the stronghold of the Duke of Zhou in Luoyi, which became the seat of Zhoucheng, the eastern capital of the Western Zhou Dynasty, and was directly subordinate to the Emperor of Zhou. During the Eastern Zhou Dynasty, Luoyi was the capital, and the rest were generally the same as those in the Western Zhou Dynasty. During the Warring States Period, Luoyi was renamed Luoyang. During the Qin Dynasty, Sanchuan County was established and Luoyang was ruled by the county.
