1949 to 1958, flood control is the main part of water conservancy construction, and dike construction is booming. After 9 years of large-scale dike construction, the city has comprehensively improved, heightened and thickened the remote dike of the Han River, the Tianmen section of the main dike of the Han River, the Tianmen dike and the civil dike. Embankments on the Hanjiang River are generally 3-4 meters high, and the cross section of the embankment body is increased by 1.5 times. Rectify nearly 10,000 hidden dangers, complete earthwork 210.086 million cubic meters, and complete standard work/kloc-0 1.9584 million cubic meters. The Tianmen section of Hanjiang levee passed the flood 1954 safely. By 1958, the area of cotton fields in the city reached 720,000 mu, and the total cotton output was 28,365 tons, 2.5 times and 6.8 times of 1949 respectively. Then, the comprehensive management of the levee was carried out, such as "heightening and thickening, eliminating hidden dangers, revetment and beach protection, strengthening dike quality, improving dike foundation and forestation and wave prevention". At present, when the Hanjiang levee reaches the highest water level in history (1964), when the branch levee and the civil levee reach the highest water level in the local area (199 1 year), they can safely cross the flood season.

1969 to 1975, water conservancy construction mainly focuses on drainage, river digging and ditch dredging. Completed the excavation of Tianmen River-hanbei river, diversion of Zaoshi River and Donghe River diversion projects; Dredge the Nanzhi River, Zhongzhi River, Xiaoban River, Yangjiaxingou, Longzuigou and Jiutiaogou. A drainage system with hanbei river as the main body has begun to take shape. During the period 1969 before the excavation in hanbei river, the total grain output of the county was only 268,492 tons, and the total cotton output was only 30,095 tons. 1980 flood is equivalent to 1969. Due to the improvement of flood discharge capacity in hanbei river, the grain and cotton output is 1.35 times and 1.25 times of 1969 respectively.
