Chapter 1 General Provisions

Article 1 The Shaanxi Provincial Musicians Association is a people’s organization with legal personality composed of musicians in Shaanxi Province under the leadership of the Communist Party of China. It is the bridge and link between the party and the government to connect musicians and music workers across the province.

The Shaanxi Provincial Musicians Association is a corporate member of the Chinese Musicians Association and the Shaanxi Provincial Federation of Literary and Art Circles.

Article 2 The Shaanxi Provincial Musicians Association is guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of "Three Represents", adheres to the party's basic program and basic line, and adheres to "literature and art for the people" "Serve, serve socialism", implement the policy of "letting a hundred flowers bloom and a hundred schools of thought contend", carry forward the main theme, advocate diversity, respect the laws of art, promote artistic democracy, unite the majority of musicians and music workers, abide by the Constitution and laws, and keep up with the times. Keep pace with progress, pioneer and innovate, develop socialist music, develop national, scientific, and popular socialist culture that is oriented to modernization, facing the world, and facing the future, for the construction of socialist spiritual civilization, for socialist modernization, and for prosperity and work hard to develop Shaanxi's music industry.

Article 3 The Association abides by the Constitution of the People's Republic of China and various national laws and regulations, carries out activities according to its own characteristics, and strives to safeguard the legitimate rights and interests of its members.

Chapter 2 Tasks

Article 4 The association has the responsibility of liaising, coordinating and serving members and music workers, and providing business guidance to members in conference activities.

Article 5: In accordance with the requirements of virtue and art, strive to improve the ideological and moral quality, cultural accomplishment and professional level of the music team.

Article 6: Organize members to go deep into life and carry out creative activities. Advocate to be close to reality, the masses, and life, encourage exploration and innovation, inherit and carry forward the excellent music traditions of the Chinese nation, focus on the forefront of world cultural development, learn from and learn from the outstanding cultural achievements of countries around the world, and promote themes, genres, forms and styles. diversify, prosper music creation, and continuously improve the ideological and artistic level of musical works.

Article 7: Organize and promote music creation, theory, performance, education and other academic activities in our province, and attach importance to the cultivation of various musical talents.

Article 8: Organize members to study all outstanding musical and cultural achievements of ancient, modern, Chinese and foreign countries, collect, organize and study the cultural heritage of ethnic and folk music in our province, and inherit and carry forward the fine traditions of ethnic music.

Article 9: Care about and participate in national music education, actively organize members to participate in music popularization, carry out social music activities, enrich people's musical and cultural life, and strive to improve the national music quality.

Article 10: Actively organize various music competition awards activities such as the Shaanxi Music "Golden Bell Award" and social and artistic level examinations. To reward and commend outstanding music creation, music art performance, music theory achievements, and musicians who have made significant contributions to music education and other music work.

Article 11: Respect knowledge and talents, actively discover and cultivate new forces, develop members according to the membership conditions, and continuously expand the association organization.

Article 12: Strengthen ties and unity with musicians and music groups in brother provinces, municipalities, autonomous regions, compatriots in Hong Kong and Macao, and overseas Chinese.

Article 13 Strengthen international music and cultural exchange activities.

Article 14: Follow the party’s literary and artistic principles and policies, strive to run music publications well, promptly reflect music creation, performance, theoretical research, education and related activities, and reflect the Shaanxi Provincial Musicians Association and members of various groups working status. Exchange information and continuously improve the level of publishing journals.

Article 15: Strengthen close cooperation with relevant government departments and all walks of life to develop the music industry in our province; develop the music and cultural industry in accordance with national policies.

Chapter 3 Members

Article 16 The Shaanxi Musicians Association implements group membership and individual membership.

Anyone who recognizes the constitution of this association and is engaged in music work in our province has an intermediate or above professional title or an outstanding junior professional title (including composition, lyrics, performance, criticism, education, editing, translation, music technology, social science, etc. Music activities, etc.) and amateur musicians with outstanding achievements can apply for membership.

I submit an application, and it is introduced by two members of the association and recommended by the local city music association, the membership center group of the provincial unit or the unit where I work. After being reviewed and approved by the association and completing the necessary procedures, I will be admitted to the association. member.

Article 17 This association has group members. Any music academic group approved by the government in accordance with the law, agrees with the association's charter, voluntarily accepts the leadership of the association, and submits an application for membership. After being approved by the presidium of the association, it will become a group member of the association. Members of group members, except members of this association, other members cannot be counted as members of this association.

Article 18 Members have the obligation to abide by the association's charter, implement the association's resolutions, participate in the association's activities, safeguard the association's rights and interests, and pay membership dues on time. Members have the right to vote and be elected; they have the right to participate in various activities organized by the Association; they have the right to supervise, make suggestions and criticize the work of the Association.

Members are free to withdraw from membership.

Article 19: Anyone who seriously violates the articles of association of the association or violates criminal laws due to illegal crimes will, upon approval by the presidium, have their membership qualifications revoked, and those who hold positions will also be removed accordingly. If a member fails to pay membership fees for three consecutive years, he or she will be expelled from the membership automatically and the association will no longer retain his or her membership.

Chapter 4 Organization

Article 20 The organizing principle of this association is democratic centralism.

The highest authority of the Association is the Member Congress. Its powers are:

1. Determine the work policy and tasks of the association;

2. Review work reports;

3. Formulate and revise the "Shaanxi Provincial "Articles of Association of Musicians";

4. Elect a leadership body;

Article 21 The Member Congress elects a number of directors to form a board of directors. The Board of Directors elects a number of presidium members to form the presidium. The presidium elects a chairman and the other members are vice-chairmen.

Article 22 The association shall establish an honorary chairman, consultant or honorary director, whose appointment shall be determined by the presidium meeting.

Article 23 The highest authority of the Association is the Member Congress. When the Member Congress is not in session, the Board of Directors shall exercise its powers, and when the Board of Directors is not in session, the Bureau shall exercise its powers.

The association has a secretary-general and a deputy secretary-general. Candidates are nominated according to cadre management procedures, approved by the presidium, and appointed after approval by superiors.

Under the leadership of the presidium, the association's daily work is presided over by the secretary-general.

Article 24: The Member Congress is held once every five years; the Board of Directors is held once a year; the Bureau meeting is held from time to time depending on work needs.

Article 25 If additional directors need to be added based on work needs, they shall be nominated by the presidium and submitted to the board of directors for review and approval for additional directors. If additional members of the presidium need to be added, they shall be nominated by the presidium, obtain the consent of the superior authority, and submit the addition to the board of directors for review and approval.

For directors representing units in various regions and cities, if their location, city, or work unit changes, they will be recommended by the original recommending unit, and shall be reviewed and approved by the presidium.

Article 26: Establish a capable working organization according to work needs.

Chapter 5 Funds

Article 27 The funds of the association come from state financial appropriations, member dues, legal income from organizing economic entities, carrying out various paid services, and social sponsor.

Supplementary Provisions

Article 28 Social enterprise groups or individuals who have made great contributions to the Association and are friendly persons among foreign colleagues will be awarded honorary titles or Honorary position.

Article 29: This Article of Association was discussed and adopted by the Congress. The right to amend it belongs to the Congress, and the right to interpret it belongs to the Shaanxi Provincial Musicians Association.
