3. Drill Scenario
Due to the large-scale extraction of groundwater to irrigate farmland in Shaoshan Village, Fucheng Town, Leizhou City in the past few years, large-scale subsidence of the nearby ground caused geological disasters. On November 4, 2011, It induced the settlement of the teaching building of Fucheng No. 2 Middle School, causing the teaching building to tilt and crack, seriously endangering the lives and property of 1,890 teachers and students at the school. After receiving the disaster report, the Leizhou Municipal People's Government immediately launched the district's emergency geological disaster emergency plan, established a geological disaster on-site emergency rescue headquarters, and organized emergency response work. At the same time, the Zhanjiang Municipal Land and Resources Bureau immediately launched an emergency response plan and dispatched geological disasters. The disaster emergency working group rushed to the scene to guide and assist the Leizhou Municipal People's Government in emergency response work.
IV. Purpose and main content of the drill
(1) Purpose of the drill
Through this drill, the signals, routes and evacuation routes for the masses in the event of geological disasters will be clarified. Emergency disaster shelters should clarify the division of labor, responsibilities and requirements of various functional departments in emergency work, enhance the awareness of collaboration and cooperation, and improve emergency response capabilities.
(2) Main contents
This drill focuses on demonstrating the following eight aspects:
(1) Disaster warning: early warning signals, mass evacuation route.
(2) Disaster reporting: school-town-county-city-province, timely and accurate reporting of disasters step by step.
(3) Emergency response: The Leizhou Municipal People's Government launched an emergency plan, and the municipal government leaders in charge of land and resources led the Leizhou Municipal Emergency Office, Land and Resources Bureau, Civil Affairs Bureau, Health Bureau, Public Security Bureau, and Education Bureau Leaders from the fire brigade, the Housing and Urban-Rural Development Bureau, the Real Estate Bureau, the Meteorological Bureau and nearby towns rushed to the scene to establish a geological disaster emergency rescue headquarters to organize emergency response work. At the same time, after receiving the disaster report, the Zhanjiang Municipal Land and Resources Bureau immediately launched an emergency response plan and dispatched an emergency working team to the scene.
(4) Preliminary treatment: Leizhou City Geological Disaster Emergency Rescue Headquarters surveyed the site, delineated dangerous areas, set up warning signs, implemented temporary traffic control, resettled the affected people, and mobilized emergency rescue teams and materials.
(5) Emergency investigation: A working group composed of the Leizhou City Emergency Office, the Municipal Land and Resources Bureau, the Municipal Civil Affairs Bureau, the Municipal Housing and Urban-Rural Development Bureau, and the Municipal Real Estate Bureau arrived at the scene and met with the attached town emergency rescue headquarters. , immediately deployed to carry out geological disaster emergency investigation and building safety appraisal.
(6) Consultation and decision-making: Consultation to determine the nature, scale and emergency rescue measures of geological disasters.
(7) Eliminate dangers: Reinforce dangerous buildings, evacuate affected teachers and students for publicity and education, and issue emergency response information for forced evacuation of those who are unwilling to evacuate.
(8) Aftermath treatment: After the disaster has been controlled, after verification by the expert group, the municipal on-site emergency rescue headquarters announced the end of the emergency response, canceled the dangerous area, lifted traffic control, and organized teachers and students to return Withdraw and restore normal order.
