Tie Ning, whose original surname is Qu, was born in Beijing in September 1957 and is originally from Zhao County, Hebei Province. His father is the famous painter Tieyang, formerly known as Qu Tieyang. His father is an oil and watercolor painter and graduated from the Central Academy of Drama; his mother is a vocal professor and graduated from the Tianjin Conservatory of Music. Tie Ning is the eldest daughter.

He once taught at the Hebei Institute of Culture and Art and the Central Academy of Drama, and was a stage art designer at the Hebei Song and Dance Theater. In 1982, he joined the Hebei Painting Academy as a professional painter and first-class artist.
