The Shinan District Experimental Primary School signed contracts with various marine research institutions to establish the campus virtual city "Huichuang City" children's university. Among them, the six colleges of Children's University are another crystallization of wisdom of Shinan District Experimental Primary School "Huichuang City". The "university" moves into the "small town" to cultivate the academic awareness and exploration spirit of young citizens, which will help them grow in an all-round way.

In order to allow students to better experience the responsibilities of small citizens, Shinan District Experimental Primary School considered turning the campus into a small city as early as 2017. Everyone worked together to draw a beautiful picture. The urban blueprint, "Smart City" includes eight major systems including culture and education, urban management, commerce, and environmental sanitation systems.

Among them, the cultural and educational system consists of Children’s University, Teachers’ University and Parents’ University. The "Children's University" is composed of the School of Legal Education, the School of Languages, the School of Science and Technology, the School of Art, the School of Physical Fitness and the Institute of Oceanography.
