You can’t just do whatever you want.

Arranging music is about making something real. A piece of music only has the rhythm, which instruments do you want to use to play it, and how do you write the intro, outro, and interlude. In the end, it is the arranger's job to make a piece of music that everyone can listen to.

Arrangers must understand orchestration, music production, etc. But being able to orchestrate doesn't mean you can arrange music
