Born into a musical family, Fan Xiaoning began to learn to play the violin at the age of five, and studied under her second uncle Fan Shengkuan (former chief violinist of the Chinese Symphony Orchestra, now living in the United States). Later, she began to learn to play the saxophone under the influence of the famous saxophonist Fan Shengqi of the older generation in China.

As the earliest female saxophonist in China, Fan Xiaoning has traveled all over the country. It is Xiao Ning's unique performance style to interpret China folk music with western musical instruments. She also tried to play and adapt foreign classics, and she even integrated herself into her stage performance, infecting everyone who loves music. She is one of the few saxophone soloists in China recognized by professionals for many years, and has the reputation of "the first saxophone female performer" in China.
