"Opinions of Beijing Municipal People's Government on Expanding Opening to the Outside World and Improving the Level of Utilizing Foreign Capital" (hereinafter referred to as "Opinions") was recently promulgated. The Opinions propose to further relax the restrictions on foreign investment access in six key areas, such as the Internet, information services and cultural and educational services, including allowing foreign investors to invest and set up performance venues and entertainment venues in specific areas where cultural and entertainment industries gather, without setting investment ratio restrictions, encouraging foreign-invested enterprises to set up for-profit pension institutions in Beijing, and allowing qualified foreign talents to buy houses and cars by lottery.

The "Opinions" propose to further increase opening up and further relax restrictions on foreign investment in six key areas: science and technology services, Internet and information services, cultural and educational services, financial services, business and tourism services, and health care services. In terms of producer services, foreign investors are allowed to invest in air transport sales agency industry; Relax the qualification requirements for foreign-invested construction engineering design enterprises and cancel the requirement for the proportion of foreign technicians; Further reduce the entry threshold for foreign investment by investment companies and talent agencies; Attract more foreign-funded corporate banks and insurance companies to Beijing for development and support the development of joint venture securities companies.

In the life service industry, foreign investors are allowed to invest in the production of audio-visual products in specific areas (Beijing National Music Industry Base, China Beijing Publishing Creative Industry Park, Beijing National Digital Publishing Base); Foreign businessmen are allowed to invest in the establishment of performance venues, business units and entertainment venues in specific areas where cultural and entertainment industries gather, and there is no investment ratio limit; Encourage foreign investors to invest in tourism, participate in the development and construction of commercial tourist attractions, and invest in tourist goods and facilities; Support foreign institutions and foreign-invested enterprises legally established in China to set up schools for children of foreigners in Beijing according to relevant laws and regulations; Allow qualified foreign research and development drugs to carry out clinical trials in Beijing; Foreign-invested enterprises are encouraged to set up for-profit pension institutions, medical and nursing service institutions, community pension service stations and professional nursing service institutions in Beijing to provide diversified pension services.
