Sichuan Culture and Art Institute (formerly Sichuan Conservatory of Music Mianyang Art College) was established in 2001. In 2006, it was approved by the Ministry of Education as an independent college at the undergraduate level for national enrollment. In 2014, it was approved by the Ministry of Education and transferred to Set up as Sichuan Culture and Art Institute, it was listed as a pilot institution for the overall transformation, development and reform of undergraduate colleges in Sichuan Province in 2016, and was elected as the first governing unit of the "Sichuan Province Applied Undergraduate Colleges Alliance".

The school is located in Mianyang, the birthplace of Li Bai, China Science and Technology City, and the second largest city in Sichuan Province. It currently has two campuses in Mianyang and Zitong.
