Legal analysis: 500 people's activities do not need approval. In order to strengthen the safety management of large-scale mass activities, protect the safety of citizens' lives and property, and maintain social order and public safety, the undertaker of large-scale mass activities (hereinafter referred to as the undertaker) is responsible for the safety of its undertaking activities, and the main person in charge of the undertaker is the person responsible for the safety of large-scale mass activities.

Legal basis: Regulations on Safety Management of Large-scale Mass Activities Article 2 The large-scale mass activities mentioned in these Regulations refer to the following activities held by legal persons or other organizations for the public with an estimated number of participants of more than 1 000 each time: (1) sports competitions; (2) Concerts, concerts and other cultural performances; (three) exhibitions, exhibitions and other activities; (four) garden, lantern festival, temple fair, flower show, fireworks and other activities; (five) job fairs, lottery sales and other activities. The provisions of this Ordinance shall not apply to the activities held by theaters, concert halls, parks and entertainment venues within their daily business scope.
