Yes, find the song you downloaded. There are three points on the far right of the song. After clicking, you can see the next song, such as play, share, singer. There is an option to edit it as a ringtone. After that, you can choose a certain section of the song and set it as a ringtone.

Ps: Apple doesn't seem to have this function.
