The Ministry of Culture also published a list of online music websites without permission or filing, among which 237 music websites such as Music Babel Box, Hoh Xil Music Network and Music Sky are on the list. The Ministry of Culture said in the notice that these websites are suspected of providing services such as playing, listening, using and downloading online music products without authorization in accordance with the requirements of the Interim Provisions on the Administration of Internet Culture.
The Ministry of Culture requires illegal websites listed to immediately stop Internet cultural activities, delete online music that contains content prohibited by national laws and regulations or is not legally authorized by the copyright owner, and apply to the provincial cultural administrative department for permission or filing.

Notice of the General Office of the Ministry of Culture on Centralized Cleaning up and Rectifying a Batch of Illegal Online Music Websites
The cultural departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government, the Bureau of Culture, Radio and Television of Xinjiang Production and Construction Corps, and the Cultural Market Administrative Law Enforcement Corps of Beijing, Tianjin, Shanghai and Chongqing:
In order to further standardize the order of the online music market, the Ministry of Culture decided to further clean up and rectify illegal online music websites according to the deployment of the national special action to crack down on infringement of intellectual property rights and manufacture and sale of counterfeit and shoddy goods and the national special law enforcement action to protect intellectual property rights in the cultural market. The relevant matters are hereby notified as follows:
1. After preliminary verification, all the online music websites listed in this annex are suspected of failing to go through the formalities of examination and approval for operating Internet cultural units or filing for non-operating Internet cultural units in accordance with the requirements of the Interim Provisions on the Administration of Internet Culture, and providing services such as playing, listening, using and downloading online music products without authorization; Some websites even provide online music with contents prohibited by national laws and regulations or without the legal authorization of copyright owners, which damages the legitimate rights and interests of copyright owners and consumers and disrupts the management order of the cultural market, and must be cleaned up and rectified according to law.
Before 2.2011110, the online music websites listed in this annex can rectify themselves, immediately stop internet cultural activities, and delete online music that contains contents prohibited by national laws and regulations or is not legally authorized by the copyright owner. Those who pass the rectification may apply to the provincial cultural administrative department for permission or filing in accordance with the requirements of the Interim Provisions on the Administration of Internet Culture. Those that have not been rectified or fail to meet the requirements shall be banned by the cultural department in conjunction with relevant departments according to law.
3. Other websites that provide services such as playing, listening, using and downloading online music products without approval or filing that are not included in this annex should also be rectified in accordance with the Interim Provisions on the Administration of Internet Culture and the spirit of this notice, and offenders will be severely punished according to law.
4. Approved or filed online music websites shall engage in Internet cultural activities in accordance with the Interim Provisions on the Administration of Internet Culture, and shall not engage in providing online music that contains contents prohibited by national laws and regulations or is not authorized by the copyright owner. Offenders will be investigated and punished according to law.
Five, the provinces (autonomous regions and municipalities) cultural administrative departments and cultural market comprehensive law enforcement agencies should take this clean-up and rectification as an opportunity to find out the basic situation of the network music market in their respective jurisdictions, focusing on the verification and supervision of large-scale and widely influential network music websites (units), and submit relevant information to the Cultural Market Department of our Ministry 201kloc-0/year ago.
