Smoking is prohibited in inflammable and explosive factories, warehouses, forest areas and woodlands. Article 3 In public places where smoking is prohibited, a small smoking room can be set up, which is isolated from the public environment and equipped with exhaust devices. Article 4 The unit where smoking is prohibited shall perform the following duties:
(1) Formulate a smoking ban system;
(2) do publicity and education on smoking prohibition and discourage supervision;
(3) Set up eye-catching no-smoking signs in places where smoking is prohibited;
(4) Those who don't listen to dissuasion or damage public health or throw cigarette butts around can be punished according to regulations;
(5) Smoking apparatus and tobacco advertisements shall not be placed in places where smoking is prohibited. Article 5 Passive smokers have the following rights:
(1) Have the right to ask smokers in the place where smoking is prohibited to stop smoking;
(2) Supervise the public places to implement the smoking ban system formulated by them;
(3) reporting the units and behaviors that violate the provisions to the municipal, urban and county health bureaus. Sixth health, culture, education, transportation, sports, commerce and other competent departments should effectively supervise the places where smoking is prohibited in their subordinate units. Article 7 Health education institutes, newspapers, radio stations and television stations shall carry out publicity and education activities that smoking is harmful to health. The Municipal Health Education Institute is responsible for the examination and assessment of the declared non-smoking units. Article 8 It is forbidden to set up outdoor tobacco advertisements in this Municipality. For the tobacco outdoor advertisements that have been set up, the Municipal Administration for Industry and Commerce shall order them to be dismantled within a time limit, and those who fail to dismantle them within the time limit shall be forcibly dismantled by the Municipal Administration for Industry and Commerce, and the company that set up tobacco advertisements shall be fined from 1 yuan to 3, yuan. Article 9 Smokers, workplace employees or passive smokers in places where smoking is prohibited may be discouraged from stopping smoking immediately; Those who do not listen to dissuasion shall be fined by the unit health supervisor in 1 yuan. Article 1 Nanning Municipal Health Bureau entrusts all levels of urban management supervision teams and city appearance and environmental sanitation supervision teams to be responsible for the administrative law enforcement of the prohibition of smoking in public places. Article 11 No-smoking places that fail to perform or violate these regulations shall be punished as follows:
(1) Those who violate the first and second items of Article 4 shall be given a warning and ordered to make corrections within a time limit;
(2) those who violate items 3 and 5 of Article 4 shall be ordered to make corrections and be fined from 5 yuan to 1 yuan. Article 12 Whoever refuses or obstructs health management personnel from performing their duties according to law and uses violence or threats shall be dealt with by the public security organ in accordance with the Regulations of the People's Republic of China on Administrative Penalties for Public Security; Those who constitute a crime shall be investigated for criminal responsibility according to law. Thirteenth if a party refuses to accept the administrative punishment, it may apply for administrative reconsideration or bring a suit in a people's court in accordance with the relevant provisions of the state. Fourteenth organs, organizations, enterprises and institutions can refer to these regulations, to determine other places where smoking is prohibited in the unit. Fifteenth these Provisions shall be interpreted by the Municipal Health Bureau. Article 16 These Provisions shall come into force as of the date of promulgation.
