In recent years, the central and local governments have attached great importance to strengthening the construction of township cadres. By taking measures such as training and education, multi-post exercise and humanistic care, their comprehensive quality has been greatly enhanced and their ability to serve the people has been improved. A large number of outstanding township cadres have emerged, such as Wen Jianming, Party Secretary of Chengnan Town, yingshan county, Nanchong City, and Jumeiduoji, the former head of Vari Township, daofu county, Ganzi Prefecture. After the system transformation, the whole contingent of township cadres has gone through the process of going to the old and welcoming the new, injecting fresh water into the source, which can be described as "strengthening Ma Zhuang with the army". However, we should also see that in the face of many important tasks such as developing rural economy, innovating social management, maintaining harmony and stability, some township cadres have gradually exposed various problems such as weak working ability, low policy level, insufficient grassroots experience, and few methods to do mass work. There is still a big gap between their performance ability and the requirements and expectations of the masses, and they need to be upgraded urgently.
The author believes that under the new situation, township cadres should focus on improving their performance ability in three aspects.
Improve learning ability, lay a solid theoretical foundation and improve the quality of performing duties.
With the deepening of the reform of the cadre and personnel system, the overall quality and performance ability of township cadres have been generally improved. However, at present, rural society is in a transitional period, and the construction of new countryside is in a critical period, and various contradictions and problems are intertwined and increasingly prominent. However, some township cadres have outdated ideas, simple and rude working methods, lack the overall concept and sense of responsibility, and have poor ability to lead the masses to get rich, which has damaged the relationship between cadres and the masses, affected the image of the party and the government, and restricted the accelerated development of rural economy and society to a certain extent.
Nowadays, with the rapid development of the times, all kinds of new knowledge, new things, new situations and new problems emerge one after another, and they are updated very quickly. There are more and more things that township cadres don't know, know and master. If they just stay in the present, they will be eliminated by society. Therefore, township cadres must establish the concept of lifelong learning, vigorously improve their learning ability, and constantly strengthen the new concept of "learning ability is competitiveness." The so-called learning ability refers to the sum of a person's learning attitude, learning ability and lifelong learning, and is a "scale" to dynamically measure the quality of talents. As a township cadre, only by attaching importance to learning and constantly learning can we keep up with the pace of the times, better lead rural reform and development, and help farmers increase their income and become rich. First, we should have a sense of crisis and urgency, and firmly establish the new concept of "if we don't advance, we will retreat, and if we advance slowly, we will retreat"; Don't be a "self-righteous, arrogant" cadre, but be a passionate and striving for perfection. Faced with the reality that new problems and situations are constantly emerging at the grass-roots level in rural areas, and new arrangements for new work at higher levels are emerging one after another, only by paying attention to learning, dabbling in all aspects of knowledge, improving work efficiency, optimizing development concepts and enhancing service awareness can township cadres come up with "sharp arrows" to solve problems and truly do township work in detail. Some towns and villages are located in remote mountainous areas with poor working environment, and some towns and villages are adjacent to the suburbs, so the pressure of demolition is great. Township cadres should not only focus on economic development, but also maintain rural stability. In this case, they should have a strong sense of learning and dedication. Second, we should learn to be diligent and good at learning, not only attach importance to the study of ideological and political theory, but also learn all kinds of knowledge in a targeted manner, calm down and study various principles and policies, and strive to become a "walking dictionary" and "knowledgeable person" of agriculture-related policies. In particular, we should arm our minds with Socialism with Chinese characteristics's theoretical system, truly implement the consciousness of building the party for the public, governing for the people, being honest and self-disciplined, and taking care of the overall situation, and establish a correct view of power, career, interests and life; We should focus on learning professional knowledge with Scientific Outlook on Development, new rural construction, rural social management innovation, mass and letters and visits, economic construction and urban construction as the main contents, effectively integrate book knowledge and policy documents, and transform them into ideological concepts and practical abilities, so as to lay a solid ideological foundation for doing a good job in township work. Third, by means of central study groups, reading seminars and special lectures, we should vigorously carry out education and training on the concept of the masses, development and outlook on life in rural teams. In particular, we should seriously grasp the direction of scientific development, further promote the construction of beautiful countryside, lead farmers to develop characteristic agriculture, ecological agriculture, benefit agriculture and high-tech industries, and guide farmers to form agricultural cooperatives, so as to form "one village, one product" and "one town" as soon as possible through group development.
Improve trust, pay attention to the harmonious relationship between cadres and the masses, and win the support of the masses.
The trust of township cadres and farmers has always been a prominent issue in the reform and development of villages and towns. Farmers' trust in township cadres, to a certain extent, has become a key factor for a township to achieve sound and rapid development and maintain a harmonious and stable situation. At present, our society is in a transitional period, and people's awareness of rights, competition, equality, democracy and citizenship is getting stronger and stronger, while service-oriented township government and rural governance mechanism are still being explored and practiced. These factors objectively lead to the increasingly prominent trust problem in township society. These mass incidents have profoundly warned that township cadres, as the "image spokesmen" of the rural grass-roots party and government, must take a clear-cut stand, put the interests of the masses first, earnestly stand firm on the mass line, consciously think about problems and find ways from the perspective of the masses, support their reasonable demands, safeguard their legitimate rights, promptly and reasonably solve outstanding problems reflected by the masses, and do more persuasion, problem-solving and problem-solving work, and resolutely correct them. First, we should improve our work style. The style of township cadres is related to the relationship between the party and the masses and the quality of party style, political style and folk customs. A lot of work in rural areas, whether farmers do it or not, often depends on who speaks. Township cadres should take truth as their foundation, take morality as their political priority, always talk about party spirit cultivation, take improving their feelings with the masses as the breakthrough point, solve their difficulties as the breakthrough point, take establishing a correct view of power as the fundamental goal, and earnestly respect the masses ideologically, get close to them emotionally and go deep into them in action. In particular, we should go to places where the masses have difficulties, where the masses have the most opinions, and where the work can't be pushed away, bring the care of the party to the masses, devote our deep affection to helping the masses, and formulate scientific and feasible solutions through investigation and analysis in time. Only by truly putting yourself down, finding out the truth, making practical moves and seeking political achievements among the masses can we win the sincere welcome and trust of the masses and make achievements.
Promote innovation, focus on ensuring the improvement of people's livelihood and promoting rural development.
Innovation is the soul of a nation's development and progress and an inexhaustible motive force for the country's prosperity. Without innovation, there will be no progress of the times; Without innovation, it is impossible to realize the leap-forward development of township work. Township cadres are the most important "bridge" between the party and the masses, policies and practices, and the backbone of developing rural economy and maintaining social stability. Their innovative consciousness and ability are directly related to the rapid development of rural areas and the rapid improvement of people's living standards.
The successful convening of the 18th National Congress of the Communist Party of China has brought new historical opportunities to accelerate the development of rural economy, and also set up a "big stage" for the majority of township cadres to further display their fists and feet. First, innovatively implement a series of livelihood undertakings such as rural infrastructure construction, new socialist countryside construction and rural public service system construction, effectively improve farmers' production and living conditions, effectively consolidate the foundation of rural development, tap the potential of rural development, and strive to be the implementer of various policies related to agriculture and benefiting farmers, the "instructor" of agricultural technical services, the "mediator" of resolving contradictions and disputes, and the "information officer" of getting rid of poverty and becoming rich. Fourth, focus on social management innovation and quality service to the masses, strive to improve the ability of administration according to law, investigation and research, communication and coordination, public service, psychological adjustment and emergency response, and make township development and improvement of people's livelihood a living reality in front of the masses by studying and popularizing a series of innovative working methods such as "Wen Jianming Work Law" in Sichuan and "Agricultural Village Office" in Guangxi.
Officials are a kind of right and a kind of duty. To manage their rights well, they must perform their duties well. Being an official is a position and a responsibility, so you should take good responsibility for occupying your own position. As the ruling backbone of our party in rural grassroots, township cadres are even more so.
