In order to accelerate the monetization process of housing distribution in provincial organs and institutions, do a good job in the registration and verification of employee housing area, verify the housing situation, do a good job in the payment of employee housing subsidies, and ensure the smooth monetization of housing distribution, these measures are formulated.

First, workers without housing

Workers without housing refer to public housing that neither themselves nor their spouses have received free distribution from the unit; Public housing that has not been obtained through demolition and resettlement or other means, including housing that has not been allocated through fund-raising, cooperative housing and housing for people in difficulty.

Second, workers with substandard housing.

Employees whose housing area is not up to standard refer to employees and their spouses who have obtained public housing through free distribution, demolition and resettlement or other forms, but have not reached the required area standard.

Third, the housing standards for workers.

Workers' housing area approved in accordance with these measures, which meets the prescribed housing area standards, shall be employees who meet the housing standards.

Fourth, the employee housing area

Refers to the sum of the housing area obtained by employees and their spouses through free distribution, the purchased public housing area and the public housing area (usable area) obtained through other forms.

Other forms refer to paid distribution, household change of public housing, internal exchange of purchased public housing, etc.

Units are allocated to public housing rented by employees free of charge, which is included in the housing area of employees.

X. Determination of housing area after divorce of husband and wife

If the husband and wife are divorced, the housing area of one party shall be determined according to the housing area of the lessee or owner determined by the court judgment (ruling) or legally recognized divorce agreement, and the housing area of the other party shall be temporarily determined according to the housing area without housing or judgment (ruling).

The housing area of remarried couples is calculated together, and the housing subsidies already paid are returned in one lump sum (the divorced employees and the unit sign an agreement on the housing situation after the marriage change and deposit them in the employee housing files).

Private property houses acquired by inheritance and donation, and private property houses purchased and built by individuals in full; Private houses acquired by exchanging private property rights during demolition are not included in the employee housing area.

Fourteen, the identification of housing area price difference

If the price difference is changed, the housing area before the price difference is changed shall be included in the area of public housing where employees live.

Fifteen, the identification of fund-raising housing area

(a) individual workers to participate in the comprehensive cost of housing to obtain housing, not included in the public housing area of workers.

(II) When employees who participate in fund-raising housing purchase public housing, if the fund-raising funds offset the purchase money and straighten out the property rights, and the excess fund-raising funds have been returned to them, the fund-raising housing area will be included in the employee's public housing area, which is regarded as not within the fund-raising scope.

(3) If the employees who participate in fund-raising housing voluntarily straighten out the property rights according to the policy of purchasing public housing, the individual fund-raising funds will be included in the personal occupied area according to the comprehensive cost price of the year, and the remaining public property area will be recalculated to the housing reform price, which will be deducted when monetizing subsidies.

(4) If the employees who participated in fund-raising housing construction did not participate in the housing reform and purchase, the individual fund-raising funds shall be accounted according to the comprehensive cost price of the year, and the public property shall participate in the housing reform.

(five) the housing area obtained by employees through poverty alleviation housing, cooperative housing, affordable housing, housing projects and new mechanism housing shall be determined with reference to the area of fund-raising housing.

Sixteen, the identification of other housing area

(a) workers and their spouses have two sets (including two sets) of public housing, housing area combined calculation.

(two) after the death of the original lessee of public housing, the employees, as the actual lessee, whether or not they go through the lease change procedures according to the regulations, are included in the housing area of the actual lessee; Two or more users continue to use * * * to continue to use (the name of the lessee has not changed), according to its actual use area included in the employee's public housing area; If there is a dispute over the extended lease between two or more extended users, the leased area judged or ruled by the extended lessee and relevant departments shall be included in the employee's public housing area.

(five) the public housing where demobilized military cadres and other employees live, and the houses allowed to be sold by the army in accordance with the housing reform policy, are included in the area of public housing; Houses that are not allowed to be sold according to the housing reform policy are not included in the public housing area.
