First, workers without housing

Workers without housing refer to public housing that neither themselves nor their spouses have received free distribution from the unit; Public housing that has not been obtained through demolition and resettlement or other means, including housing that has not been allocated through fund-raising, cooperative housing and housing for people in difficulty.
