Hailing District is the jurisdiction of Taizhou City, Jiangsu Province. It is located in the middle of Jiangsu, on the north bank of the middle and lower reaches of the Yangtze River, with Yangzhou in the west, Nantong in the east and Suzhou, Wuxi and Changzhou across the river. It has an administrative area of 370 square kilometers and governs 10 streets and 4 towns. By the end of 2022, the permanent population of Hailing District was 579,000.
Hailing District, once known as the "Four Mausoleums" together with Guangling Yangzhou, Lanling Changzhou and Jinling Nanjing, bears two economic circles in the east and west respectively, with He Lixia Plain in the north and Yangtze River Delta Plain in the south. It belongs to the north subtropical humid monsoon climate zone, with four distinct seasons, long frost-free period, sufficient heat and abundant precipitation; Beijing-Shanghai Expressway, National Highway 328, Ningqi Railway and five sea passages connecting the Yangtze River and Jiangsu meet here.

Hailing District is bounded by Toarey Yang Highway, which belongs to He Lixia Plain in the north and Yangtze River Delta Plain in the south. Its geological age is covered by Quaternary sediments. The bedrock 400- 1400 meters below the ground is a basalt "buried hill", which is a part of the Yangtze paraplatform and belongs to Cenozoic.
