Chapter I General Provisions Article 1 Dormitory is an important public place for students to study, live and rest at school and an important position for ideological and moral education. In order to strengthen the management of student dormitories and establish a stable, orderly and harmonious life order in student communities, these regulations are formulated.
Second residential students should consciously maintain a good order of dormitory life, accept the guidance of community counselors and dormitory management personnel, and actively cooperate with dormitory management personnel to maintain the order of dormitory area.
Chapter II Accommodation Management
Article 3 Student accommodation shall be arranged by the Student Dormitory Management Center of the Student Affairs Office (hereinafter referred to as the Accommodation Center). Accommodation students should check in according to the arranged dormitory and corresponding beds, and shall not be changed without authorization.
Students are not allowed to occupy the dormitory without authorization, and they are not allowed to refuse others to stay in this dormitory.
If you need to change the dormitory, you need to apply to the accommodation center, and you can change it after approval.
Students who violate the above provisions shall be ordered to make corrections, and given a warning or above depending on the circumstances.
Article 4 Any unit or individual who needs to use or change the student dormitory shall submit a written application to the dormitory management center at least three working days in advance, and the person in charge of student affairs of the department where it belongs shall sign the opinion and seal it. When students graduate, go abroad or drop out of school, they should go through the formalities of dropping out of school according to the prescribed date and procedures; If you continue to occupy the house after checking out, you may be ordered to move out immediately.
Article 5 It is forbidden for anyone to match keys or change locks without permission. Offenders shall be ordered to make restitution, and shall be dealt with according to the relevant regulations of the school according to the seriousness of the case. Personal keys should be properly kept, and lost keys should be reported to the dormitory administrator in time. Students who temporarily borrow dormitory keys must go through the borrowing procedures in the administrator's duty room with their valid certificates (student ID card, ID card and library card) and return them within the specified time.
Article 6. Each dormitory has a building head, 2-5 floors, and each dormitory has a building head. Seventh students should take good care of public facilities in dormitories and dormitory areas. If it is found that the public facilities and equipment in the dormitory have been lent, demolished or moved, the parties concerned shall compensate at the price or restore to the original state at the designated place.
Article 8 Students should pay attention to saving electricity and water. The free electricity consumption quota of each dormitory is 8 degrees/person/month, the free cold water consumption quota is 2.4 tons/person/month, and the hot water consumption quota is 1.6 tons/person/month (calculated according to 9 months per year, the free water and electricity quota is not enjoyed in winter and summer vacations), and the excess expenses shall be borne by the accommodation personnel (according to the standard of water and electricity charges in that year).
The administrator checks the water and electricity meter every month to calculate the cost, and the dormitory members should take the initiative to pay the cost. If the dormitory fails to pay the excess water and electricity fees within the time limit, the property management office will implement the power outage treatment, and add a late fee of 10% until the dormitory pays the late fee.
Where there is a power outage in the dormitory, the free use right of water and electricity in the current month will be cancelled and charged according to the actual quantity.
For dormitories with magnetic card meters, prepaid electricity is adopted.
Chapter III Safety Management

Article 13 It is strictly forbidden to use naked flames (such as burning paper, using all kinds of electrical appliances with naked flames, such as gas stoves, kerosene stoves, alcohol stoves, etc.) in the dormitory, or using electric stoves, rice cookers, induction cookers, electric kettles, electric cups, electric mattresses, heaters and high-power electrical equipment without the approval of the school. Those who violate the rules shall be temporarily kept by the security department and returned upon graduation, and given a warning or above. If a fire accident is caused, it shall be handled by the public security organ.
It is strictly forbidden to connect wires and steal electricity without permission, and it is not allowed to change the original electrical wiring and electrical equipment in the dormitory without authorization. Offenders will be severely warned and punished above.
If the electrical facilities are damaged due to the use of unsafe electrical appliances or high-power electrical appliances, the responsible person shall pay for the restoration and maintenance of the facilities, and the public security department shall investigate the legal responsibility of those who violate the law.
Fourteenth in the dormitory area, it is forbidden to set off fireworks, play mahjong and gamble, and not to make noise or throw things. Don't do anything that harms students' image and social morality. Offenders shall be given warnings and above punishments.
Fifteenth it is strictly forbidden to cheat on water meters and meters and destroy water and electricity facilities. Offenders will be given serious warnings and above sanctions.
Sixteenth large items in and out of the dormitory area, should take the initiative to accept the inspection, with valid documents for registration before release.
Seventeenth students deliberately damage the furniture, doors and windows, glass, door locks, lamps, telephones, water and electricity meters and other public facilities and equipment in the building, should be compensated according to the price; If the circumstances are serious, give a warning or above.
Eighteenth activities are strictly prohibited on the roof or terrace; It is strictly forbidden to dry clothes with heavy objects on the balcony and corridor guardrail of dormitory, and it is not allowed to place flowerpots or other articles that are easy to fall and hurt people on the balcony and corridor without anti-theft net.
Nineteenth it is forbidden to keep pets in the dormitory. In addition to giving criticism and education, offenders are allowed to deal with themselves within three days.
Article 20 Students who use computers to surf the Internet in dormitories shall abide by the schedule of work and rest, the relevant regulations of the state and the school, and shall not log on to illegal websites or disseminate harmful information.
Chapter IV Work and Rest Management

Chapter V Tourist Management
Twenty-fourth student dormitories are not allowed to enter in principle. Those who need to enter for official business or work need to register with valid documents and related materials, and can enter with the receipt of the boarding center.
Twenty-fifth residential students shall not allow students outside the dormitory to stay overnight, and shall not allow the opposite sex to stay overnight. Without the approval of the accommodation center, it is forbidden to accommodate foreigners, including family, friends and classmates.
If foreigners need to stay overnight, they must apply by the interviewee and get the consent of the accommodation center before staying overnight. If you stay outside without permission, you will be charged a daily 50 yuan in addition to the daily accommodation management fee in 20 yuan.
Twenty-sixth stay in the opposite sex dormitory or stay in the opposite sex dormitory, depending on the seriousness of the case, be given probation or expulsion.
Chapter VI Public Security Administration
Twenty-seventh student dormitories are locked at night. Dormitory doors open at 6 am, at 23:30 from Monday to Thursday, and at 23:50 on Friday, Saturday and Sunday.
Twenty-eighth dormitory door locked, students are not allowed to go out except in special circumstances, students who come back late must produce valid documents, and can only enter and leave after being checked and registered by the administrator. Do not use other people's certificates or register under an assumed name.
Accommodation students are not allowed to climb fences, iron gates or enter or leave the dormitory by other improper means, and offenders will be given warnings or severe warnings as appropriate.
Give a warning to those who are late for three times or fail to return twice without justifiable reasons within a semester; More than three times, given a serious warning.
Twenty-ninth students are not allowed to drink alcohol in the dormitory, and offenders will be given a warning.
Thirtieth shall not play ball games, roller skating and other acts endangering safety in the dormitory, and shall not post and distribute commercial advertisements and movie posters in the dormitory and toilet. Offenders will be given a warning or above depending on the circumstances.
Thirty-first residential students are not allowed to engage in profit-making business activities such as pyramid selling and selling goods in the dormitory area. Offenders will be given a warning and confiscated according to the circumstances.
Chapter VII Internal Affairs and Health Management
Thirty-second students should develop good health habits and work habits, and maintain and create a good living environment. Accommodation students take the dormitory as the unit to implement sanitary rotation, and the dormitory director is responsible for arranging sanitary rotation. The students on duty will clean the dormitory every day and put the garbage in the designated place in time. All members of the dormitory carry out indoor cleaning once a week.
Thirty-third dormitory layout should be elegant. The sanitary standard of dormitory is: the ground is clean and free of garbage; Desktop, doors and windows are free of dust, walls and ceilings are free of cobwebs, bedding, clothes, books and newspapers are placed neatly, and there is no peculiar smell in the room. Boarding centers regularly inspect and reward star-rated dormitories.
Thirty-fourth are not allowed to throw water into the corridor, outside the window, are not allowed to throw waste paper, plastic bags and other items. Do not pour sundries into the pool or urinal. Don't throw hard and insoluble things (such as newspapers, clothes, plastic bags, bottles and so on). ) to the bedpan and sewer. If something on it blocks the pipeline, it will clear itself in principle. If maintenance personnel need to dredge, the dormitory is responsible for the expenses.
Article 35 the garbage in the trash can. Garbage and other sundries are not allowed to be piled up on balconies, corridors, aisles, doorways and beside fire control facilities, and cleaning tools such as shoe racks and trash cans in dormitories are not allowed to be placed outside the dormitory.
Thirty-sixth care for tables and chairs, beds, doors, windows, wash basins, fire equipment and other public facilities. Chapter VIII Supplementary Provisions
Thirty-seventh if there is any violation of rules and regulations in the dormitory, all dormitory members should actively cooperate with the investigation. If it is difficult to find out the responsibility because dormitory members can't actively cooperate, all dormitory members can share the responsibility.
Thirty-eighth students must pay accommodation fees within the time limit stipulated by the school.
Thirty-ninth staff who live in student dormitories because of work needs must abide by these regulations.
Fortieth whoever violates these regulations shall be criticized and educated by the boarding center according to the relevant provisions. Refuses to correct or if the circumstances are serious, you can put forward disciplinary opinions and report them to the school authorities for decision; If the circumstances are serious, the accommodation center will decide to cancel its accommodation qualification.
Article 41 These Regulations shall come into force as of September 6, 2007. The original Regulations on the Management of Student Dormitories shall be abolished at the same time. Other provisions on the management of student dormitories are in conflict with these Provisions, which shall prevail.

Students' apartments should be regularly checked for safety standards, those with incomplete safety protection facilities should be built as soon as possible, and those with outdated facilities such as wires and cables should be updated in time. For student dormitories with serious fire hazards, it is necessary to intensify the transformation and strengthen management, and pay special attention to putting an end to the phenomenon that telephone lines, power lines and computer lines are connected privately, and the lines are overloaded due to illegal use of electricity, unauthorized use of high-power electrical appliances and illegal use of various electrical appliances.
It is necessary to strengthen safety education and publicity and enhance the safety awareness of teachers, students and employees. Colleges and universities should adhere to the policy of giving priority to education and prevention, and do a good job in school safety education and publicity. From the perspective of unified maintenance, it is also convenient for schools to contact manufacturers for maintenance. Students are required to be careful not to operate illegally when using the electrical appliances uniformly equipped by the school.
2. Why do you say that using illegal electrical appliances poses a serious hidden danger to dormitory safety?
The current carrying capacity of wires, switches and other facilities laid in students' dormitories is limited, and the design and construction are all designed according to the load of using air conditioners, water dispensers, water heaters for bathing, electricity for lighting and computers provided by students. If you use high-power electrical appliances in the dormitory, it is easy to overload the wires, resulting in excessive current and heating of the wires. The more you exceed, the faster your fever will be. The allowable temperature of wire insulation is generally 60℃. If the line is overloaded for a long time, the calorific value of the line will increase and the insulation layer will accelerate aging. When the temperature is higher than 250℃, the insulation layer will spontaneously ignite and separate from the wire, resulting in short circuit and fire accident.
3. Why are some low-power appliances not allowed to be used in schools?
There are two reasons: first, if one person uses 200W, each dormitory will have hundreds to thousands of people, and many people use 200W, which may exceed the standard of safe load of the dormitory circuit itself. Second, the quality of electrical appliances. According to the statistics of Guangdong Provincial Public Security Fire Bureau, 67% of fires in Guangdong Province are caused by illegal use of electricity, and 87% of them are caused by unqualified safety and quality of electrical appliances. The third is the problem of safe use. 5. How to deal with students who use electrical appliances illegally?
According to Article 13 of the Regulations on the Management of Students' Dormitories in Beijing Normal University, Zhuhai, as well as the students' performance in the inspection and their attitude towards the mistakes made, we will deal with them.
The relevant departments of the school shall inspect the student dormitory according to the law and regulations. Students should consciously cooperate with the inspection after the inspectors declare the inspection and show their work permits. Those who refuse to cooperate with the inspection or even conflict with the inspectors will be dealt with severely according to the school discipline. In order to ensure the accommodation safety of the vast majority of students, those who refuse to reform after repeated education will be disqualified.
If the illegal items listed in Article 3 are found during the inspection, if the owner is not in the dormitory, the inspectors should register them in the inspection record and ask other students in the same room to sign for them, and then have the right to deal with them. And after finding out the responsible person, he will be punished according to the school discipline. If it is difficult to find out the responsibility because dormitory members can't actively cooperate, all dormitory members shall bear the responsibility. The inspector shall submit the inspection record in duplicate to the inspected person.
Six, some problems found in the inspection
1. Individual student dormitories are in a mess, with books, newspapers, waste paper, clothes and shoes lying about, even pulling wires in the dormitory, using desk lamp fans on beds and mosquito nets, smoking in beds, etc. It is easy to cause fire.
2. Many students who use electrical appliances illegally are lucky, always thinking that nothing happened after so long.
