Chapter I General Provisions Article 1 In order to strengthen the protection and management of Yilong Lake, prevent and control pollution and improve the ecological environment, these Regulations are formulated in accordance with the laws and regulations such as the Water Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Prevention and Control of Water Pollution, the Law of People's Republic of China (PRC) on Environmental Protection and the actual situation of Honghe Hani and Yi Autonomous Prefecture (hereinafter referred to as the Autonomous Prefecture). Article 2 Units and individuals that operate within the protection scope of Yilong Lake shall abide by these regulations. Article 3 The protection scope of Yilong Lake is divided into the following two areas according to the requirements of function and protection management:

(1) The first-class protected area refers to the area where the waters with the highest operating water level and the shoreline of the lake extend horizontally out of the surface 100 meters, and the river course where the main rivers enter the lake extends upstream for 2000 meters and the area where the outer sides of both banks extend horizontally out of the surface for 20 meters.

(2) The secondary protected area is the runoff area of Yilong Lake outside the primary protected area.

The specific scope of the first-class and second-class protected areas shall be delineated and promulgated by the people's government of the Autonomous Prefecture, and the first-class protected areas shall set up boundary markers. Article 4 The Yilong Lake is a plateau lake of the Pearl River system, with the highest operating water level 14 14. 17 meters and the lowest operating water level14/2.67 meters.

The water quality of Yilong Lake is scientifically improved and improved according to Class III water in Environmental Quality Standard for Surface Water (GB 3838-2002) III. Article 5 The protection and management of Yilong Lake shall adhere to the principles of scientific planning, protection priority, unified management, comprehensive prevention and control, rational utilization and sustainable development. Article 6 The system of river (lake) length shall be implemented in Yilong Lake. The river (lake) chief is responsible for urging relevant departments to perform their duties and coordinate and solve major problems in water resources protection, waterfront management, water pollution prevention and control, water environment management, water ecological restoration, law enforcement and supervision. Article 7 The people's governments of autonomous prefectures and Shiping County shall strengthen the leadership over the protection and management of Yilong Lake, incorporate it into the national economic and social development plan, include the required protection and management funds in the fiscal budget at the corresponding level, and establish and improve the investment mechanism for protection and management. Eighth Autonomous Prefecture, Shiping County People's government and the township (town) people's government within the protection scope of Yilong Lake shall organize publicity and education work on the protection and management of Yilong Lake to enhance citizens' awareness of protection.

Support citizens, legal persons and other organizations to participate in the protection and management of Yilong Lake according to law. Ninth Shiping County People's Government shall organize the preparation of the protection and management plan of Yilong Lake, and report it to the Autonomous Prefecture People's Government for approval before implementation.

The protection and management planning of Yilong Lake should be connected with the overall land use planning, urban and rural construction planning, ecological environment protection planning and other related planning. Tenth Autonomous Prefecture People's Government shall bear the main responsibility for the protection and management of Yilong Lake. The protection and management institutions of Yilong Lake shall be specifically responsible for the protection and management of Yilong Lake and perform the following duties:

(a) to publicize and implement the relevant laws, regulations and these regulations;

(two) to organize the implementation of the protection and management planning of Yilong Lake;

(three) to organize the investigation of aquatic biological resources in Yilong Lake and establish archives;

(four) responsible for the management of water diversion, storage, water delivery and water intake in Yilong Lake;

(five) issuing permits for non-motorized vessels to enter the lake, and registering and inspecting fishing vessels;

(six) to review the public service facilities construction projects, scientific investigation and film and television shooting activities in the first-class protected areas;

(seven) the collection of water resources fees according to law;

(eight) in the first-class protected areas, according to the approved authority, the relatively centralized exercise of some administrative punishment rights of water administration, fishery administration, water transport, forestry administration, environmental protection, natural resources and other departments. Article 11 The relevant administrative departments of Shiping County People's Government and the township (town) people's government within the protection scope of Yilong Lake shall, according to their respective duties, do a good job in the protection and management of Yilong Lake. Article 12 The police station of Yilong Lake, a public security organ in Shiping County, is responsible for the social security management of the first-class protected area of Yilong Lake. Thirteenth units and individuals within the scope of protection of Yilong Lake have the obligation to protect Yilong Lake, and have the right to report and accuse illegal acts of polluting water bodies and unauthorized construction and occupation. Chapter II Protection and Management Article 14 The people's governments of autonomous prefectures, Shiping County and relevant departments shall strengthen the adjustment of industrial structure within the protection scope of Yilong Lake, guide agricultural producers and operators to scientifically plant and breed, scientifically and rationally apply agricultural inputs such as pesticides and fertilizers, scientifically dispose of agricultural wastes such as pesticide bags and agricultural films, and prevent and control water pollution in Yilong Lake. Fifteenth Autonomous Prefecture, Shiping County People's government and relevant departments shall take effective measures such as closing hillsides to facilitate afforestation and afforestation. In a planned way, restore and protect the vegetation in the Yilong Lake basin and mountainous areas to prevent soil erosion. Article 16 Autonomous Prefecture, Shiping County People's Government and relevant departments shall, according to the needs of the ecological environment function of Yilong Lake, take measures to control and protect the ecological environment according to local conditions, purify the water quality of Yilong Lake, improve the living environment and protect the biodiversity of Yilong Lake. Seventeenth Autonomous Prefecture and Shiping County People's Government shall strengthen the pollution control of Yilong Lake and build garbage and sewage collection and treatment facilities. Eighteenth units and individuals engaged in production, living and construction activities within the protection scope of Yilong Lake, the water quality discharged into Yilong Lake shall meet the standards prescribed by the state.

If the original residents in the first-class protected area really need to move out, the people's governments of autonomous prefectures and Shiping County shall make proper arrangements according to law.
