Recently, Luyi County, Henan Province issued a city construction plan, and put forward a new idea of turning Lu Yi into a modern medium-sized industrial city, a livable city and a famous historical and cultural city with three rivers meeting, green water and fragrant grass, complete functions, and a fusion of Laozi culture and waterscape culture. This is the result that the county party committee and government absorbed the suggestions of CPPCC members.

Lu Yi is the hometown of Laozi, the founder of Taoist school. In recent years, with the wide spread of Laozi's culture, Lu Yi's popularity is getting higher and higher. However, the water systems in the tourist attractions are integrated, not connected with each other, and none of them are connected with other rivers, which leads to the easy pollution of water quality, reduces the ornamental value of the scenic spots and affects the external image of Laozi's hometown. Therefore, after full investigation, CPPCC County Committee members submitted the proposal of "Arteries of Lu Yi Border Water System", calling for changing the "stagnant water" of the scenic water system into "living water" to enhance the overall taste of the scenic spot. In response to the Committee members' suggestions, the county party committee and government put forward that urban construction should focus on "water", and build waterscape and water channel by diverting water into the city to form a unique waterscape culture in Lu Yi, and combine urban waterscape, Laozi culture and leisure vacation to achieve a new breakthrough in urban construction.
