1. These detailed rules shall apply to matters related to the residence registration and application for the "Zhejiang Provincial Residence Certificate" (hereinafter referred to as the "Residence Certificate") for the floating population within the urban area of ??this city.
The floating population referred to in these rules refers to people with non-urban household registration who live in the urban area of ??this city. The urban area includes Shangcheng District, Xiacheng District, Jianggan District, Gongshu District, Xihu District, Binjiang District, Xiaoshan District, Yuhang District, Fuyang District and Lin'an District.
2. The floating population service management committee of the municipal and district governments is responsible for organizing, coordinating, supervising, and guiding the floating population service management work in their respective administrative regions. The public security organs or the service management agencies entrusted by the public security organs are responsible for the residence registration and residence permit management of the floating population; development and reform, education, civil affairs, justice, finance, taxation, human resources and social security, housing security and housing management, transportation, health and family planning, market Supervision, urban management and other departments should work closely with each other in accordance with their respective responsibilities to issue or assist township governments (sub-district offices) to issue relevant certificates in accordance with the law to facilitate the floating population to register for residence and apply for a "Residence Certificate"; community residents' committees, villagers' committees, property owners Committees, real estate brokerage agencies, property service companies, employment units, etc. shall cooperate with relevant departments and township governments (subdistrict offices) in the work related to the residence registration and service management of floating population.
3. Except for the circumstances stipulated in Article 12 of the "Zhejiang Province Migrant Population Residence Registration Regulations", if the migrant population intends to live in the urban area of ??this city for more than 3 days, the migrant population shall register from the date of arrival at the place of residence. Within 3 days, declare residence registration to the police station of the place of residence or the service management agency entrusted by the public security organ. When applying for residence registration, floating population must submit their valid identity documents or proof of identity; if the residence registration information such as residential address, service location, etc. changes, the change registration must be handled in accordance with regulations.
Minors under the age of 16 must apply for residence registration by their guardians; elderly people and disabled people with limited mobility can entrust their close relatives to apply for residence registration on their behalf. If you entrust or apply for residence registration on your behalf, you must provide the valid identity document or identity certificate of the entruster or agent.
4. If the floating population registers residence in the city’s urban area and has lived continuously for more than half a year, and meets one of the conditions of legal and stable employment, legal and stable residence, and continuous education, they can go to the police station of the place of residence or the public security Apply for a "Residence Permit" at the "Residence Permit" acceptance point established by the service management agency entrusted by the government. The continuous residence period is calculated from the date of application for residence registration, and shall be based on the residence registration information of the public security organ or the service management agency entrusted by the public security organ.

7. Public security organs or service management agencies entrusted by public security organs should actively create conditions and make full use of information technology such as the Internet and mobile clients to facilitate relevant units and individuals to declare residence registration and submit relevant information. And apply for "Residence Certificate", etc., realize residence registration declaration, "Residence Certificate" application and floating population information submission online.
8. The public security organs should publish the catalog of certification materials for applying for a "Residence Permit" and inform applicants at one time of the certification materials required for applying for a "Residence Permit". Departments (organizations) such as urban construction, education, public security, civil affairs, human resources and social security, housing management, market supervision, health and family planning, labor unions, etc. should promote the interconnection and data exchange of department information, and realize the residence, employment registration, social insurance, and social insurance of floating population as soon as possible. 9. After the police station in the place of residence or the service management agency entrusted by the public security organ receives the application materials for the "Residence Permit", if the application materials are complete or corrected and meet the acceptance conditions, they shall accept the application on the spot and issue a receipt; If the application materials are incomplete, the applicant shall be informed of the content that needs to be supplemented and corrected on the spot; if the application materials are not met, the applicant shall be informed of the reasons.
10. For those who meet the application conditions after review, the public security organ will issue a "Residence Permit" within 15 days from the date of acceptance; for those who do not meet the application conditions after review, the applicant will be informed of the reasons.
11. When the applicant goes to the police station of the place of residence or the service management agency entrusted by the public security organ to obtain the certificate, he or she should present the "Residence Permit" acceptance receipt or ID card. The certificate-issuing unit (department) can handle the mailing of the "Residence Permit" on its behalf, and the applicant shall bear the cost himself.
12. If the "Residence Permit" holder's actual residential address or service location in the urban area changes, he should bring relevant certification materials to the current location within 10 days from the date of change. The police station in the place of residence or the service management agency entrusted by the public security organ shall handle the information change procedures.
If the certificate holder finds that there are errors or omissions in the information stated in the certificate, he can take the relevant certification materials to the police station at the place of residence or the service management agency entrusted by the public security organ to apply for correction; if the situation is true, it should be corrected. correct.
13. If the "Residence Permit" is damaged or lost, the holder shall go to the police station of the current place of residence or the service management agency entrusted by the public security organ to apply for a replacement or replacement with his or her valid identity document or proof of identity. 14. The "Residence Permit" is endorsed once a year.
The holder of the "Residence Permit" shall go through the endorsement procedures at the police station of the place of residence or the service management agency entrusted by the public security organ within one month before the expiry of one year from the date of issue of the certificate. If the certificate holder's employment, residence, and schooling status change and he no longer meets the application conditions, the endorsement will not be granted and the reasons will be explained.
If the holder fails to complete the endorsement procedures within the time limit, the use function of the "Residence Permit" will be suspended; if the endorsement procedure is re-applied, the use function of the certificate will be restored, and the holder's residence period in the place of residence shall be from the date of re-approval procedures. 15. If the holder has any of the following circumstances, the function of the "Residence Permit" will be terminated:
(1) The applicant no longer meets the conditions for applying for the "Residence Permit" and will not be granted the certificate. Endorsed;

(3) Death;

16. For minors under the age of 16, their guardians must apply for the "Residence Permit" on their behalf, and they must submit valid identity documents or proof of identity and guardianship relationship of the applicant and his guardian. Material.
Elderly people and disabled people with limited mobility can entrust close relatives to apply for the "Residence Permit" on their behalf. 17. If you apply for a "Residence Permit" for the first time, the certificate production fee will be waived. If you want to renew or reissue your certificate, you must pay the original certificate fee in accordance with regulations. No fees will be charged for residence registration, change registration and endorsement procedures.
The certificate production fee shall be charged in accordance with the standards approved by the Zhejiang Provincial Price Department and the Financial Department.
18. When applying for residence registration and applying for a "Residence Certificate", the parties concerned shall be responsible for the authenticity and legality of the materials they submit. Anyone who obtains a "Residence Permit" by providing false materials or other deceptive means will be handled by the public security organs in accordance with the law and recorded on the Migrant Population Comprehensive Information Platform.
19. Immediate relatives as mentioned in these rules include spouses, parents, children, grandparents, maternal grandparents, grandchildren, and maternal grandchildren; direct relatives must provide corresponding documents when handling residence registration and "Residence Permit" matters.
