Article 1 In order to safeguard national security, these Provisions are formulated in accordance with the National Security Law of People's Republic of China (PRC), the Detailed Rules for the Implementation of the National Security Law of People's Republic of China (PRC) (OrderNo. 157 of the State Council) and the actual situation of this Municipality. Article 2 Organs, organizations, enterprises, institutions and other organizations (hereinafter referred to as units) and individuals within the administrative area of this Municipality shall fulfill their obligations to safeguard national security in accordance with national security laws, regulations and these Provisions. Article 3 The work of national security in this Municipality, like the maintenance of national security, shall follow the principles of the responsibility of specialized agencies, the cooperation of relevant departments and the support of the people. Article 4 State security organs shall be responsible for the work of state security within their respective administrative areas. State security organs and public security organs shall, in accordance with the functions and powers prescribed by the state, perform their respective duties and cooperate closely to safeguard national security. Article 5 The state security organs shall protect the following units or individuals that support and assist the work of state security:

To discover and stop acts endangering national security;

(2) Providing clues about acts endangering national security;

(3) Reporting fraudulent acts of posing as staff members of state security organs, which are verified through investigation;

(four) to provide convenient conditions for national security work.

Units or individuals that have made significant contributions to safeguarding national security by the Municipal People's Government and the state security organs shall be commended and rewarded. Article 6 State security organs may supervise and inspect the state security work organized by units. Article 7 In order to safeguard national security, state security organs may, in accordance with relevant regulations, inspect computer information networks and investigate and deal with acts found to endanger national security.

Confidential network technology products, office automation equipment and intelligent integrated management system purchased by units involving state secrets shall be notified to the state security organs for technical safety inspection within 10 days from the date of purchase. Article 8 State security organs may conduct security assessment on the surrounding environment of units involving state secrets, and examine and approve construction projects involving state security matters according to law. Article 9 When the Municipal People's Government hosts or undertakes various important and large-scale international conferences or foreign activities, the state security organs shall do a good job in safeguarding state security within the scope of their duties. Article 10 Units involved in state secrets shall, under the guidance of state security organs, establish and improve the preventive mechanism and the national security responsibility system for safeguarding national security, organize their own personnel to carry out national security education, and prevent and stop acts endangering national security. Article 11 Schools shall, with the help and guidance of state security organs, conduct national security education for teachers and students in schools in accordance with relevant state regulations, and take national security education as a part of students' ideological and moral construction. Twelfth administrative colleges at all levels should set up national security education courses and do a good job in national security education and training for civil servants. Thirteenth units involving state secrets, before their personnel go abroad (border) on business, should carry out national security education for the personnel going abroad (border), and formulate corresponding safety precautions.

Persons who work in special posts involving state secrets or leave the above posts before the confidentiality period stipulated by the state go abroad (territory) for personal reasons, and shall, within 2 days from the date of knowing that they have gone abroad (territory) for personal reasons, file with the state security organ by the unit to which they belong.

The specific scope of special posts involving state secrets and the confidentiality period of staff shall be implemented in accordance with relevant regulations. Article 14 State functionaries who work in special posts involving state secrets, or who leave the above posts before the declassification period stipulated by the state and fail to return to China (territory) within the prescribed period, shall report to the state security organ within two days from the date of discovery. Fifteenth units and individuals in foreign exchanges, found that overseas institutions, organizations or individuals endanger national security and interests, should promptly report to the state security organs.

After verifying the above situation, the state security organ may reward the units or individuals who report it. Article 16 All relevant units shall properly keep the relevant data and materials of the state security organs and their staff, and keep the state secrets known in the work of state security, and shall not disclose or lose them. Seventeenth relevant state organs, telecommunications, postal services, hotels and other units shall, according to the needs of the state security organs, provide information network interfaces, relevant materials and other convenient conditions to the state security organs. Eighteenth in violation of the provisions, involving state secrets in any of the following circumstances, the state security organ shall report to the people's government at the same level to give informed criticism to the unit; State functionaries who are responsible shall be punished by their units, higher authorities or supervisory organs according to law:

The national security mechanism has not yet been established;

(two) the national security responsibility system has not been established or the responsibility system has not been implemented;

(three) to carry out national security education, resulting in serious situations that endanger national security in this unit. Nineteenth in violation of the provisions of the second paragraph of Article 7, Article 13, Article 14, Article 16, by the state security organs to the main person in charge of the unit and the person directly responsible to give a warning or draw their units, the competent department at a higher level or the supervisory organ to give corresponding punishment; If a crime is constituted, criminal responsibility shall be investigated according to law.
