Kaili and Majiang are geographically connected, with the same history, culture and life. Cooperation and exchanges have a long history. Since Kaili-Majiang Urban Master Plan (2009-2030)10 was approved and implemented by the provincial people's government, Kaili and Majiang have adhered to the principle of "Kaili driving, Majiang upgrading, city development and coordinated promotion" and "system innovation, trial first and complementary advantages", the level of cooperation has been continuously improved, and the results of cooperation have been constantly emerging. The cooperation and exchanges between the two sides have gradually expanded to all fields of economy and society, and a series of explorations have been made in promoting the construction of the same city, and a series of substantive progress has been made. Through investigation and study, this paper analyzes the relationship between planning, economic development, urban construction and social undertakings, sums up experience, faces up to problems and puts forward suggestions to speed up the urbanization process in Kema.

First, promote the urbanization of Kema

The urbanization of Kema began in June, 20 1 1, and the provincial government approved the implementation of the Master Plan. Over the past year or so, substantial progress has been made in planning convergence, project construction and entrusted escrow.

(1) In terms of planning convergence. According to the Kaili-Majiang Urban Master Plan (2009-2030), the urban construction planning area of Kaili covers 40 administrative villages in Majiang County, including Si Xia, Longshan, Xuanwei, Xingshan and Bibo, with a total area of 792.4km2, of which the central city covers 4 15.4km2 in Majiang County. It is planned that by 20 15, the population of Kema urban area will reach 450,000, including 65,438+10,000 in Majiang County. Combined with the master plan of Kaili-Majiang City (2009-2030) and the recent construction plan of Kema New District, Majiang County initiated the regulatory detailed planning of Sixia District, with a planned area of 20 square kilometers and a comprehensive service center area of 2 square kilometers. At the same time, the protection planning of Xuanwei Town and Longshan Township, Xianning in Xuanwei Town and Ma Village in Wuyang has also been implemented.

In the northward expansion project of the county town and Bibo Industrial Park, Cheng Bang Company of Singapore was entrusted to compile the 50km2 industrial planning and zoning planning, the 16km2 regulatory detailed planning and the urban design of the 2km2 county town northward expansion area. The main layout of the park function is "one city and two parks", that is, the north expansion area of the county, the industrial park and the warehousing and logistics park (dry port). The detailed planning of Biboyuan Modern Logistics Park (waterless port) and comprehensive industrial park (industrial core area) is being submitted for review.

(2) In terms of project construction. According to the plan, Majiang County will focus on the main tone of "accelerating development, accelerating transformation, striving to catch up and promote leapfrogging", speed up the construction progress of the centralized construction project of Kaima urbanization 100, and accelerate the urbanization development of Kaima. First, in Si Xia area, it invested nearly 780 million yuan to purchase and store 4,242 mu of land, and built 7.5 kilometers of Kaisi Avenue, 3.89 kilometers of Si Xia urban trunk road, 2 100 meters of Sixia Jinxiu Road and Taohuayuan Road. Cooperate with the implementation of national mass service center No.8 Road, Lushan-Si Xia Expressway, Kaili Riverside Avenue and other infrastructure construction projects. At the same time, according to the development plan of Qianzhong Economic Zone and in coordination with the National Urban and Rural Planning Bureau, the planning and design work of Kaili-Duyun urban trunk road, Qingshuihe Si Xia Bridge and tie line was started, and the construction can be started after the planning results are reviewed. Second, in the county seat and Bibo area, nearly 3 billion yuan has been invested, and urban road projects such as Majiang section from Lushan to Bibo Avenue with a total length of 13.3 km, East Urban Main Road with a total length of 2.87 km, Guanlong Avenue with a total length of 0.8 km and Yinzhou West Road with a total length of 0.87 km have been started. County landfill with a daily garbage disposal capacity of 40 tons and a total storage capacity of 286,000 cubic meters, county water supply supplementary water source with a daily water supply capacity of 6,543,800 tons, county and Bibo Industrial Park gas project, Majiang Railway Station freight yard expansion project with an annual throughput of 3 million tons, Bibo Industrial Park core road network construction project with a total mileage of 654.38+03.8 kilometers, and an area of 6,543.38+0. Third, through attracting investment, More than 20 key enterprises and projects have been introduced, such as Miaodu Pharmaceutical, Yinquan Alloy Project, Flower Orchard Food Processing, Gas Cylinder Comprehensive Monitoring Station, Guining Blueberry Fruit Wine, Yinquan Yin-Yang Electrode Plate, Jiajie Driving School, Blueberry Cockfighting Breeding and Processing, and the project of producing iron concentrate with an annual output of1100,000 tons, and the leading industries have been initially formed.

(3) In terms of system innovation. Timely and comprehensively clean up, check and register the creditor's rights and debts, interest distribution and personnel management in the trusteeship area, negotiate with Kaili Economic Development Zone and Lubi Economic Development Zone, successfully sign the trusteeship agreement for Sixia Town and Bibo Township, and initially realize the integration of management system, planning, resource allocation, road network construction, urban functional layout, industrial layout, urban and rural overall planning, basic public services, policy of strengthening agriculture and benefiting farmers, and investment and financing.

Second, the main work measures

First, strengthen the sense of cooperation and establish the concept of urbanization. Fully support Kaili Economic Development Zone and Ruby Economic Development Zone in industrial development planning, land acquisition and demolition, and strive to strengthen win-win cooperation in urban development strategy, urban space expansion, infrastructure construction, public service docking, and ecological environment protection.

Second, adhere to scientific planning and establish the direction of urbanization. Start the compilation of regulatory detailed planning of Si Xia area and 50km2 industrial planning, zoning planning and 16km2 regulatory detailed planning of Bibo Industrial Park in the recent construction planning of Kaima New District, coordinate the development strategic objectives of counties and cities and the urban spatial layout structure, and enhance the foresight, scientificity and operability of urbanization development.

The third is to highlight traffic first and consolidate the foundation of urbanization. Road network projects such as Binjiang Avenue, Si Xia urban trunk road, Lushan-Si Xia Expressway and Majiang section of Lvbi Avenue were started and implemented, the urban rapid transit network system was continuously improved, the city image and grade were continuously improved, and the development environment of industrial parks was further optimized.

The fourth is to promote industrial docking and build a carrier of urbanization. Actively strengthen the integration of resources with Kaili City, establish and improve the urbanization mechanism, build financing platforms such as Xianyuantong Investment and Development Company and Bibo Industrial Park Investment Company, further enhance the hematopoietic function of key enterprises such as Mingda Cement and Miaodu Pharmaceutical, continuously expand the production capacity of enterprises, and cultivate new economic growth points.

The fifth is to strengthen work scheduling and promote urbanization as a whole. The county government's supervision office and the county discipline inspection commission (Supervision Bureau) promptly urged, strengthened dispatch, actively coordinated and solved new problems in the development of urbanization, and timely completed the liquidation of creditor's rights and debts, verification and registration, benefit distribution, public services, personnel management, etc. in Sixia Town and Bibo Township to ensure the smooth completion of township trusteeship.

Third, the results achieved.

First, the development speed of Majiang has obviously accelerated. 20 1 1, Majiang ranked 39th in the comprehensive evaluation of the province's economic development, 22 places higher than 20 10. Third, the quality of industrial development has improved significantly. Actively strengthen the integration of resources with Kaili City, establish and improve the urbanization mechanism, set up financing platforms such as County Tong Yuan Investment and Development Company and Bibo Industrial Park Investment Company, and further enhance the hematopoietic function of key enterprises such as Mingda Cement and Miaodu Pharmaceutical. The production capacity of enterprises continues to expand, initially forming an industrial system dominated by new energy, new materials, specialty foods and ethnic medicines.

Fourth, the style of urban and rural construction has improved significantly. We integrated the funds of various departments and implemented projects such as rural road hardening, drinking water for people and livestock, renovation of dangerous houses, renovation of houses' characteristics, radio and television coverage, comprehensive agricultural development, one-on-one discussion and ecological migration. Focus on the construction of the ancient town of Si Xia, the high-rise champion land in the county and township, Xianning Village in Xuanwei Town and Shuli Village in Sixia Town, and gradually realize the purification, beautification and greening of urban and rural features.

Fifth, regional cooperation has been further strengthened. Fully support the project construction of Kaili Economic Development Zone and Ruby Economic Development Zone, and actively assist the development zones to do a good job in administrative examination and approval and social affairs such as land declaration, examination and approval of forestry indicators, mediation of mass disputes, and implementation of policies to benefit the people. Part of the road network skeleton in Si Xia District has been pulled through, and the urban trunk roads in Bibo Industrial Park are under construction, the urban grade has been improved, and the development environment in the same city has been further optimized.

Fourth, the main problems

First, the mind still needs further emancipation. We should consciously liberate ourselves from the mindset of relying too much on geographical advantages and being used to allocating resources within our administrative region, and establish a sense of overall situation and regional integration development.

Second, the special planning lags behind. The regulatory detailed planning, urban design and special planning under the overall planning of Kema city have not been completed, and resource integration, district development and construction, stock assets revitalization, investment and financing have been affected.

Third, there are few financing channels. The total amount of financial funds is small, the county-level financing ability is weak, and the development and construction funds are insufficient, which leads to the slow progress of infrastructure construction.

Fourth, the management system still needs to be straightened out. The planning and construction, social management, benefit distribution and other mechanisms of the entrusted escrow area are not perfect and unified, which leads to some management blind spots.

Fifth, the cooperation mechanism still needs to be improved. We must break through the shackles of the administrative division system, consciously break the narrow interest pattern, and establish a direct coordination mechanism in attracting investment, social affairs, road network construction, tourism development, environmental protection, etc., so as to reduce administrative costs and improve work efficiency.

The first is to increase the intensity of planning convergence. In strict accordance with the requirements of Kaima's urbanization construction, we will help improve the functional layout planning of Kaima's urbanization area, the functional layout planning of urban planning area and the special planning of transportation, road network and industry, speed up the preparation of the regulatory detailed planning of Si Xia area, the urban design of comprehensive service center area and Bibo Industrial Park, and enhance the comprehensive carrying capacity of the city.

The second is to speed up the progress of project construction. Focusing on the synchronous strategy of industrialization, urbanization and agricultural industrialization, we will persist in strengthening the "two districts", building "two cities" and creating "two belts", strive to create a dry port in Majiang, a livable environment in the northern expansion area of the county, and a tourism industry with summer characteristics, and fully promote the construction of the main road from Lushan to Majiang, the expressway from Lushan to Si Xia, the Binjiang Avenue and the main road in the east of the city.

The third is to actively revitalize existing assets. Strengthen the management of state-owned assets such as land and real estate, strive to revitalize existing assets, improve asset utilization rate, improve asset return rate, and realize the preservation and appreciation of state-owned assets.

The fourth is to increase land development. We will make use of pilot policies such as "going to the countryside" and "cutting mountains and filling valleys" to solve the "bottleneck" problems such as the difficulty of land use.

The fifth is to strengthen the study of institutional mechanisms. Strengthen cooperation with Kaili City, Kaili Economic Development Zone and Ruby Economic Development Zone, strengthen research on the system and mechanism of Kaima urbanization, actively cooperate with Kaima's urbanization construction and coordination services, further optimize the development environment, improve the project landing rate and fund availability rate according to the requirements of "talking about a batch, signing a batch and starting a batch", and ensure the construction of a new urban area with the national administrative center and the ancient town of Si Xia as the core area.
