Through investigation, we think that the layout of primary and secondary schools in * * District is in urgent need of adjustment. I. Present situation of school layout At present, there are 32 ordinary primary and secondary schools in * * District with 45,380 students. Among them, there are 5 ordinary high schools with 9584 students; There are 10 junior high schools with 13782 students; Primary school 17, with 220 students14. With the acceleration of the transformation of the old city and the expansion of urban capacity, the school layout in the * * district has not adapted to the development of the city. 29 public ordinary primary and secondary schools, mainly distributed along Renmin Road and Jianshe Road in the old city. With Dongting Avenue as the boundary, there are primary schools 13 in the south of the avenue, with students 17679, and the average school scale 1359; There are only three primary schools with 3335 students in the north of Avenue, with an average school size of 1 1 12 students. There are 6 junior high schools in the south of Dongting Avenue with 9,400 students, with an average school size of 1.567 students. There are only two schools in the north of Avenue with 2038 students, with an average school scale of 10 19 students. The expansion of the city and the excessive concentration of school layout have brought great inconvenience to some students' schooling. It is understood that many students near the railway station will go to schools such as Yu Ying, Changhao Road and Ziqiao, and the farthest distance is about 5 kilometers. Second, the adjustment of school layout problems 1. The school construction plan in the urban area has not been included in the overall urban development plan. This has brought many problems to the new construction and expansion of the school in the future, which will increase the construction cost of the school and even make it impossible to expand and build. It is difficult to find a place to build a new school around the Shuixie Flower City and Jiuchongtian Community that are being developed now. If primary and secondary schools such as No.1 Middle School, No.4 Middle School and Beizheng Street Primary School need to be expanded at the original site in the future, the cost will be high. 2. The policy of real estate development and construction of new schools has not been fulfilled. Article 10 of the Measures for the Implementation of Compulsory Education in Hunan Province stipulates: "When a city builds a new residential area with more than 4,000 people, it must allocate primary schools and residential areas with more than 8,000 people, and it must also allocate junior high schools, and its capital construction funds should be included in the development plan of the area. New construction and expansion of sporadic residential areas with less than 4,000 residents must pay the supporting fees for educational facilities. " However, this policy has not been implemented. At present, the real estate development in the old city is very popular, and the number of residential units in some newly-built communities has reached thousands, and there are no supporting schools as required. For example, the waterfront flower city developed around Binhu Park is planned to build more than 4,000 houses in the third phase, with a population of more than 1 10,000. There was no plan to build a school when planning. The nearby Beizheng Street Primary School is now full, and the class size is seriously exceeding the standard, so there is no room for further expansion. Therefore, the problem of students going to school in this community will become very prominent in the future. Students are under increasing pressure to go to school. * * District 16 public primary school, grade one to grade six, with 2,958 students, 2,933 students, 30 10 students, 3,320 students, 3,433 students and 3,546 students respectively; Junior high school 10, with 4063 students, 4234 students and 4500 students respectively. There are 3,475 students, 3 153 students and 2,950 students in five ordinary senior high schools. According to analysis, in the next few years, the number of primary school students will show the following trends: the number of primary school students has been relatively stable in the past two years and will rise slowly in the future; The number of junior high school students has declined slowly in recent years, and there is a shortage of junior high school resources in the long run; High school students will grow rapidly in the next few years from this year. At present, there are three outstanding problems in schools in * * District: First, the class size of primary schools is too large. At present, the average class size in primary schools is 62. 1, which generally exceeds the standard. Especially in some schools with good school conditions and high quality, the class size is seriously exceeding the standard. For example, the average class size of the primary school attached to Normal University is 73.9, and the average class size of Dongsheng, Yucai, Changhao Road, Yu Ying and Beizheng Street is more than 65. Second, the distribution of junior high school students is uneven. Some schools are full of students, while others are rich in resources. The number of junior high school students in No.6 Middle School, No.5 Middle School and No.4 Middle School is 1479, 2,606 and 1523 respectively, with an average of more than 60 students in each class. Changyi Experimental Middle School has 2076 students, with an average of 64.9 students per class. However, there are only 1023 students and 10 15 students in No.11 Middle School and No.13 Middle School, with an average of 44 students in each class. After the transformation in recent years, the basic conditions of these two schools have been greatly improved, but due to the difficulty in enrolling students and the shortage of students, resources such as teachers and classrooms are wasted. The building of the Eastern Suburb Middle School in Wuling District has been developed nearby. There are only 196 students in the school, but last year, due to the lack of students, the first grade of junior high school was suspended. This is related to the conditions and quality of the school. Most students flock to the nearby No.6 Middle School and No.4 Middle School. Third, there is a serious shortage of high school degrees. Now all high schools are saturated, with an average of 53.7 students per class. According to the current number of junior high school students, if the proportion of 55% entering ordinary high schools is relatively tight, the number of students enrolled in ordinary high schools will reach 4025, 3682 and 34 10 respectively in the next three years, all exceeding the corresponding grade scale of existing high schools. For example, there are 73 19 people in the third grade this year. According to the proportion of 55%, the number of people entering ordinary senior high schools will reach 4,025, while there are only 2,950 degree vacancies in the graduation grade of senior high schools this year, including 360 degrees in Lan Zhi, with a net difference of 1.075 degrees. 4. The debt burden is heavy. According to preliminary statistics, at present, the accumulated liabilities of five municipal public high schools reach 65.438+0.22 billion yuan, including 46.5438+0.55 million yuan in the first middle school, 306.5438+0.898 million yuan in the sixth middle school, 65.438+0.72 million yuan in the third middle school and 65.438+0.35 million yuan in the second middle school. The heavy debt not only restricts the sustainable development of the school, but also the proportion of tuition and miscellaneous fees used for education and teaching is very low. Without a large investment in teaching, it is difficult for schools to obtain high quality. In addition, the internal conditions of some junior high schools are poor and need to be improved urgently. Although some junior high schools in cities now have beautiful houses, they are worse than rural junior high schools in information technology, distance education, books and instruments, and the overall level is relatively low. Iii. Suggest 1 to incorporate the urban school construction planning into the overall urban development planning. The Municipal Education Bureau and Wuling District Government have worked out the school construction plans for the past three years, 20 10 and 2020, which should be well connected with the Municipal Planning Bureau and incorporated into the overall urban development plan. 2. Newly expand a number of primary and secondary schools by stages. 2005-2007: Baima Lake Wanzhong Middle School and Hehuatang Junior High School were newly built. The land acquisition of Baima Lake will be completed this year, and construction will start next year. Complete the land acquisition work of Hehuatang junior middle school before 2007. The expansion of Beizheng Street Primary School will replace three dormitories this year, and the school will requisition seven acres of land. This project will be completed next year. Expand Yu Ying North School, complete the demolition of two teachers' dormitory buildings this year, and build a new teaching building next year. Expand Dongsheng primary school, requisition and demolish residential buildings within 25 meters of school street, and build new teaching buildings. Expand Qiliqiao Primary School and complete land acquisition this year. The planning department should make good arrangements for the maintenance and expansion of Dong Jiao Middle School. 2008-20 10: Liuyehu Middle School was newly built and Nanping Nine-year Experimental School in Wuling District was rebuilt. Expand Shagang Primary School and Daijiagang Primary School and complete the supporting construction of Deshan Middle School. 20 1 1-2020: According to the plan that the urban population will reach 850,000 in 2020, it is planned to build 3 new middle schools (including 1 9-year schools) and 6 primary schools. 3. Increase investment in education. First, the city education surcharge should be used for school construction. In the future, in addition to building new schools, the investment at the city level should also shift the focus from the transformation of the external environment to the internal facilities and equipment, improve the quality of education and teaching, promote the balanced development of education, and be conducive to educational equity. Give priority to supporting the eleventh and thirteenth middle schools in the city, improve their internal conditions, improve the quality of education and enhance the absorption function. When conditions are ripe, we will divest the seventh middle school and gradually reduce the scale of Changyi junior high school. The surcharge for education in Wuling District should be used for urban education and should not be misappropriated. The second is to implement the policy of building schools through real estate development. In view of the fact that there is no corresponding charging standard in the province, pre-conditions can be set when land is listed for auction, so that real estate developers can bear corresponding social obligations and reduce the burden on the government. The third is to introduce preferential policies to support school construction. In the future, the construction, expansion and reconstruction of urban primary and secondary schools will be exempted from all construction fees except the labor insurance fund. Fourth, increase investment in education and actively support the development of private education. 4. Support the newly expanded schools in Wuling District. Considering the large investment of five newly expanded schools in Wuling District this year and next, it needs about 40 million yuan. It is suggested that the municipal government should give appropriate support by promoting investment with awards. 5. Standardize enrollment behavior. In principle, the implementation of dicing enrollment, to ensure that the city's 13, 11, Wuling District, Dong Jiao Middle School students are basically full, to ease the pressure on other junior high schools in the city. In view of the serious shortage of high school places in urban areas this year, vocational schools should recruit as many urban students as possible, and do not compete with counties and cities for students, let alone spend money to recruit students. At the same time, increase the proportion of urban junior high school graduates entering vocational high schools to ease the pressure of ordinary high schools.
