However, Nanjing Xuanwu Open University is a higher vocational school founded by Nanjing Municipal People's Government to carry out continuing education with academic and non-academic qualifications aiming at building a lifelong education system and promoting the construction of a learning city. Xuanwu Open University was founded in 1979 on the basis of Nanjing Radio and TV University Xuanwu Campus. It integrates higher vocational education, community education and other educational resources, and together with the street community education center, it forms the running system of the open university in the whole region.
