Through careful investigation of the West Lake and its surrounding environment, he skillfully turned waste into treasure-a part of silt was transported from the bottom of the lake as the bottom fertilizer of farmland, turning the original swamp into fertile farmland.

Then use these lands to attract social idlers and foreign farmers to come to agriculture, which not only makes those vagrants who steal chickens and dogs on weekdays become well-behaved citizens. Moreover, part of the harvest can be used to pay taxes, and it can also be used as the cost of lake management.
